Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital,Workforce Management Group (WMG). As a Human Resource Specialist ( Employee Relations & Labor Relations), GS-0201-13, is responsible for providing opinions on the full range of HR management issues, with a particular emphasis on labor and employee-management relations. Responsibilities Advising managers on complex employee relations matters by interpreting policies, procedures, laws, and regulations involving conduct, performance, grievances, appeals, and time and leave issues. Developing Agency-wide employee relations policies, guidance, and solutions for precedent-setting, controversial, or multi-faceted issues affecting employees and Human Resources programs. Administering conduct and performance management programs by conducting studies, analyzing trends, researching case law, developing case strategies, and reviewing adverse action documentation. Providing expert labor relations advice on grievances, negotiated agreements, union-management issues, and third-party proceedings, including representing the Agency in appeals and related matters. Managing labor agreement administration by evaluating labor relations trends, recommending policy changes, briefing leadership, providing union notice, and supporting negotiations on new or revised Agency policies. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Providing authoritative guidance to managers on complex, controversial, and precedent-setting employee relations matters, including conduct, performance, and adverse actions; 2. Managing employee relations issues and developing solutions to mitigate organizational risk; And 3. Developing management briefings on labor-management relations programs, policy changes, and emerging trends, using data analysis to assess potential impacts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
