Summary

This position is part of the Office of Management, Department of Energy. As a Facility Operations Specialist, you will perform Quality Assurance Inspections of some aspects of a large multi-million dollar per annum facilities management contract that includes operation and maintenance of building systems.

Duties

Veterans shape the future of energy As a Facility Operations Specialist, you will: Inspect facilities, building systems, and contractor work to identify deficiencies, verify compliance with requirements, and initiate corrective action. Plan and coordinate facility operations, maintenance, repairs, alterations, construction, and other building services to meet operational requirements with minimal disruption. Develop facility contract requirements and provides technical oversight of contractor performance, deliverables, schedules, and work progress. Analyze facility operations and building requirements, resolves operational problems, develops cost estimates, and recommends improvements to increase efficiency and effectiveness. Respond to facility emergencies and coordinates with management, contractors, customers, and other organizations to maintain safe and continuous building operations. Acquire property, supplies, and facility services using authorized procurement methods and maintains required purchasing, funding, invoice, and procurement documentation. Qualifications

BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Coordinate the operation, maintenance, repair, or alteration of commercial, institutional, or similarly complex facilities. Inspect facility systems or contractor work to identify deficiencies and ensure work meets established requirements. Monitor facility maintenance, repair, construction, or service contracts for work progress, schedules, costs, quality, or contractor performance. Education cannot be substituted at the GS-12 level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages. If more than two pages are submitted, only the first two pages will be reviewed to determine your eligibility and qualifications. Your application will be assessed based on your responses to an online assessment that measures critical general competencies required to perform the job. The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. Your score will place you into one of three pre-defined quality categories under Category Rating procedures. These categories are "Best Qualified", "Well Qualified", and "Qualified". You will not be considered for the position if you score below the cut score or fail to complete the assessment.
