Summary
About the Position: This position is located at DoWEA Headquarters in Alexandria, VA. Actual TDY for this position is around 10% or less. The Department of Defense Education Activity (DoDEA) is transitioning to the Department of War Education Activity (DoWEA).
Duties
- Ensure resources are requested to support requirements by compiling resource data from numerous sources.
- Identify and communicate risks, deficiencies, and improvement opportunities to management and stakeholders.
- Evaluate SOA inputs (risk assessments, evaluation reports, etc.) to ensure thorough assessments have been conducted.
- Prepare a variety of correspondence and other documentation, such as formal letters, reports, briefings, and charts.
- Identify and communicate risks, deficiencies, and improvement opportunities to management and stakeholders.

Specialized experience for the GS-12 - One year of specialized experience which includes: Analyze draft RMIC policies, directives, and regulatory updates to identify operational impacts and assist in updating local governance frameworks; draft standard operating procedures and instructional job aids to support organizational personnel in executing established internal control workflows; execute routine internal control reviews and risk assessments to verify compliance with policy mandates and document localized vulnerabilities; consolidate programmatic evaluation data and internal control metrics to support the preparation and assembly of the agency's annual Statement of Assurance; and deliver standardized training briefings and administrative assistance to guide cross-functional teams in routine risk management activities. Specialized experience for the GS-13 One year of specialized experience which includes: Formulate agency-wide RMIC policies and governance directives to establish standardized operational risk boundaries and ensure compliance with federal mandates; develop comprehensive implementation guidance and standard operating procedures to translate complex statutory requirements into actionable steps for organizational personnel; conduct rigorous internal control evaluations and operational assessments to detect system vulnerabilities, mitigate compliance risks, and establish remediation priorities; synthesize multi-directorate evaluation findings and internal control metrics to prepare and defend the agency's annual Statement of Assurance for executive leadership; and provide authoritative policy interpretations and strategic training to educate cross-functional teams and foster an organizational culture of continuous risk awareness. Time in Grade Requirement: for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
How You Will Be Evaluated
You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Be advised that effective Jan. 1 2018, under the Tax Cuts and Jobs Act, most civilian employee relocation allowances became taxable. The Relocation Income Tax Allowance (RITA) reimburses eligible employees for the additional Federal, State, and local income taxes incurred as a result of receiving taxable travel income.
