Summary About the Position: This position is located at DoWEA Headquarters in Alexandria, VA. This position may be eligible for situational telework as determined by the agency policy. The Department of Defense Education Activity (DoDEA) is transitioning to the Department of War Education Activity (DoWEA). Excepted Service Position - Schedule Policy/Career Position Responsibilities Plan, and convene task forces and study groups to research, coordinate, implement, and evaluate operations, plans, policies, and legislative issues. Monitor legislative proposals under consideration within Congressional committees and prepare impact statements to advise senior leadership. Build consensus and facilitate cooperative and collaborative relationships within DoW and other Federal and non-Federal agencies and organizations. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare work schedules. Work with Office of the Secretary of War (OSW) officials to initiate, review, or revise DoW Directives and Instructions that impact DoWEA's mission. Serve as the expert on operations, plans, policies, and legislation pertaining to DoWEA, both internal and external. Advise the Director, DoWEA, and other senior staff in defending, explaining, or justifying DoWEA programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Reviewing, evaluating, and consolidating enterprise policies into standardized directives for system-wide implementation; monitoring and analyzing proposed federal legislation to formulate impact statements and advise executive leadership on programmatic effects; managing collaborative partnerships and representing organizational interests with military departments, combatant commands, and external agencies; and leading cross-functional teams or task forces to design, execute, and evaluate operational plans aligned with organizational strategy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Additional Information As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the excepted service. You will obtain competitive status after two years of service in this position . Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. Prohibitions on prohibited personnel practices will be enforced by the Office of General Counsel and not the Office of Special Counsel. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Be advised that effective Jan. 1 2018, under the Tax Cuts and Jobs Act, most civilian employee relocation allowances became taxable. The Relocation Income Tax Allowance (RITA) reimburses eligible employees for the additional Federal, State, and local income taxes incurred as a result of receiving taxable travel income. RITA does not apply to new government employees or employees returning from an overseas assignment for the purpose of separation from Government service.
