Summary
About the Position: You will be responsible for reviewing criminal justice information, conducting qualitative and compliance focused investigative assistance and other related activities in support of criminal investigations conducted by Army Law Enforcement entities.
Duties
- Periodic review of ROI/LER to ensure timely submission and accuracy of biometric identification.
- Cross-reference arrest cycles in the National Crime Information Center (NCIC) with fingerprint card submissions to ensure accuracy and completeness.
- Review and compare quarterly dashboard reports from the FBI CJIS Division with submissions and dispositions by LE offices.
- Teach and train LE personnel in CJIS applications and programs.
- Respond to requests for assistance from Army LE personnel worldwide.
- Ensure compliance with DoD policies and procedures and the FBI CJIS Division Security Policy for biometrics collection, storage, and use.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized experience is defined as: GS-11: One year of specialized experience at the GS-09 level reviewing and analyzing biometric data and criminal justice records to ensure accuracy and proper handling. This includes checking fingerprint or photo records, applying rules and policies to real-world tasks, supporting the analysis of biometric submissions, and gradually taking on more complex duties under supervision. I have used basic knowledge of biometric systems and recordkeeping to improve data reliability, and worked with law enforcement personnel to gather information, clarify reporting requirements, and support proper submission of records. OR Education substitution: Ph. D or equivalent Doctoral degree from an accredited university, or have at least 3 years of study leading to such degree related to the position, that would otherwise substitute for specialized experience. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.) OR Combining Education and Experience: Having some specialized experience (as described in the GS-11 qualifications), but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) GS-12: One year of experience at the GS-11 level working with criminal justice and biometric data to ensure information is accurate, complete, and properly submitted. This includes reviewing law enforcement reports, fingerprint records, and disciplinary documents; comparing criminal history data with fingerprint submissions to correct errors or missing information; assisting law enforcement personnel with reporting systems and troubleshooting issues; ensuring biometric data meets quality standards and fixing submissions rejected by national systems; protecting sensitive information through proper security and privacy practices; analyzing large sets of law enforcement or biometric data to identify problems and recommend improvements; communicating with law enforcement and partner agencies to resolve data issues; and participating in audits or reviews to ensure reporting standards are met. GS-12: For this grade level, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Customer Service Flexibility Integrity/Honesty Interpersonal Skills Learning Reading Comprehension Reasoning Self-Management Stress Tolerance Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
