Summary Join the Defense Counterintelligence and Security Agency (DCSA) as a developmental Product Owner. In this entry-level position, you will work under direct supervision to manage product backlogs, translate user needs into technical requirements, and coordinate Agile IT development teams. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent. As a IT Specialist (PLCYPLN) you will be responsible for the following duties: Serves as the Government Scrum Master/Product Owner of an agile team prioritizing work, managing schedules for IT development teams, and utilizing agile tools and best practices. Translates business requirements into technical solutions and converts user requirements to technical requirements while managing the product backlog. Prioritizes projects and tasks for contractors while facilitating project initiations, approval processes, change management, and deployment activities. Oversees contractor development activities to enforce DoD policy, standards, and security principles, ensuring the quality and integrity of delivered products. Maintains relationships with business partners and acts as a liaison between cross-functional Information Technology teams and customers to understand and meet expectations. Provides technology roadmaps for consistent implementation and migration of legacy applications to new technology tools and cloud solutions. Ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services. The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. This vacancy is designated as a STEM and/or Cyber position and pay for the incumbent will be based on the STEM and Cyber Pay Table. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-05) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: GG-07 - Gathering, planning, implementing and communicating basic information technology policies, ideas, programs and processes effectively to customers, technical personnel, management and senior leadership. Managing the basic principles, methods and techniques of information technology to accomplish baseline assessments, contingency planning and disaster recovery. Applying basic Agile Methodologies and project management principles, processes, procedures, planning and activity development using the SCRUM process. Architecting and designing within the Amazon Web Services (AWS) Elastic Cloud Compute environment, including basic network design. Utilizing basic information technology principles, methods, and tools to assess the effectiveness and practicality of systems while dealing with ordinary and recurring problems. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-07) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: GG-09 - Gathering, planning, implementing and communicating intermediate information technology policies, ideas, programs and processes effectively to customers, technical personnel, management and senior leadership. Managing intermediate principles, methods and techniques of information technology to accomplish baseline assessments, contingency planning and disaster recovery. Applying intermediate Agile Methodologies and project management principles, processes, procedures, planning and activity development using the SCRUM process. Architecting and designing within the Amazon Web Services (AWS) Elastic Cloud Compute environment, including intermediate network design. Specifically you will be evaluated on the following competencies: Requirements Analysis: Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Software Development: Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment. Education If substituting education for experience at the GG-07 level, you must possess 1 Full Year of graduate level education. If substituting education for experience at the GG-09 level, you must possess a masters or equivalent degree OR 2 full years of progressively higher graduate education leading to such a degree, OR LL.B. or J.D., if related.
