You may also view the full position description on the Agency intranet at the following link: PD Search The incumbent is a technical expert and works with a diverse group of stakeholders across the agency to provide vision, discipline, and consultancy for IT architecture, while modernizing the digital services SSA delivers to citizens and business.
Duties
- Delivers specialized technical direction in the planning, design, development, testing, and ongoing support of advanced business applications and technology solutions aligned with agency goals.
- Provides recommendations on industry-leading practices and strategies to improve the productivity and quality of systems development processes. Serves as an expert advisor on software engineering and application development.
- Coordinates the integration of large-scale technology solutions in support of Agency objectives and needs. Provides technical leadership in the design, execution, and maintenance of adaptable applications .
- Facilitates the implementation of new technologies, including cloud computing and artificial intelligence, to help improve automation and efficiency.
- Directs implementation and coordination activities for complex data systems and architectures to support organizational needs. Ensures the development and maintenance of secure, dependable, and effective data management solutions.
- Provides technical leadership, direction, and guidance for multiple products and projects, collaborating with developers, business analysts, and cross-functional teams to deliver new features and innovative solutions.

To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies: Attention to Detail (Level 4, Advanced) - Is thorough when performing work and conscientious about attending to detail. Specialized Experience: Applicants must have specialized experience that is directly related to the work of the position and have equipped them with the competencies required to successfully perform the duties of the role. These knowledge, skills, and abilities/competencies are normally attained through the equivalent of one year of specialized experience equivalent to the next lower grade level of the position being filled. To qualify at the GS-14 level, you must have specialized experience at the GS-13 level, or equivalent. This experience must demonstrate proficiency in two of the following: Designing and developing large-scale applications, Using automation to move software through the development lifecycle, Facilitating technical discussions for enterprise-level IT projects, Researching and solving issues in production, and Leading peers on technical matters. The specialized experience is REQUIRED and must be explicitly documented/described in your resume, or you will be disqualified from further consideration. How You Will Be Evaluated
Applicants will be rated based on the following knowledge, skills, and abilities: Skill in designing, developing, and implementing software for a complex Agency disability programmatic system, applying coding best practices. Skill with software development technologies and approaches, such as mainframe, cloud computing, artificial intelligence, and Agile. Ability to usher software through the stages of a software development lifecycle using version control, code management tools, and automation. Skill in analyzing and resolving system performance and other production issues through the use of system monitoring and logging tools and proposing and implementing working solutions. Ability to collaborate with and lead others in the design, development, and implementation of software. NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg. 213.3102 (U) appointments for individuals with disabilities; and time limited appointments for veterans with a compensable service-connected disability of 30% or more. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay. NOTE- Salary range for Durham NC: $131,342-$170,750; Salary Range for Woodlawn MD: $143,913-$187,093 OTHER NOTES: The selectee will be required to file an OGE form 450, Confidential Financial Disclosure Report, in accordance with 5 CFR section 2634, subpart i. This position is not eligible for telework. Relocation expenses will not be paid. This is a high-risk public trust position.
