Job Description

The SCADA I&C Technician serves as the primary field-based technical expert responsible for supporting, maintaining, and enhancing SCADA and process control systems across water and wastewater facilities. This hands-on role ensures the reliable delivery of safe drinking water and wastewater services while supporting the deployment, startup, troubleshooting, and optimization of new control systems. Working both independently and collaboratively with the Process Control team, the technician will travel extensively to sites throughout Virginia, providing on-site technical support, commissioning activities, instrumentation troubleshooting, and control system maintenance to ensure operational reliability and successful project execution.

Key Responsibilities:

  • SCADA Deployment & Field Oversight: Serve as the on‑site I&C/SCADA specialist supporting deployment activities, overseeing contractors, electricians, and integrators during installation and commissioning while coordinating closely with the SCADA Deployment Manager and project leadership.
  • Testing & Commissioning: Lead, execute, and document Site Acceptance Testing (SAT), ensuring all acceptance criteria are met prior to system handover, and support verification of Factory Acceptance Testing (FAT) for SCADA panels prior to shipment.
  • Technical Troubleshooting & Integration: Provide hands‑on technical support for SCADA panel hardware, instrumentation setup, site‑specific integration, process mapping, and issue resolution throughout deployment and startup.
  • Operational Integration & Optimization: Drive operational integration and process improvements that reduce the need for daily and weekly site visits through enhanced remote monitoring and control capabilities.
  • Training & Knowledge Transfer: Facilitate operator and field team training at or before system start‑up, with follow‑up training sessions at 1‑month and 6‑month intervals to ensure long‑term adoption and system proficiency.
  • Standards, Safety & Documentation: Ensure compliance with internal standards, industry best practices, and all applicable federal, state, local, and EHS regulations; develop site‑specific operating manuals and complete Site Closeout Packages within 15 days of successful SAT.

Skills and Requirements

  • Associate's degree or relevant technical experience.
  • 5+ years' experience with SCADA and OT infrastructure, specifically Geo SCADA, including deployment, commissioning, and ongoing operational support within utility environments.
  • Strong background in instrumentation, controls, and field integration, with hands‑on proficiency using Rockwell CompactLogix (1769 series) controllers, Phoenix Contact RTBs, and associated SCADA panel hardware.
  • Familiarity with applicable industry standards (ISA‑101 HMI design, ISA‑18.1 alarm management, ISA‑62443 cybersecurity) and an understanding of water utility operations and TCEQ water treatment regulations.
  • Working understanding of industrial networking concepts, including common protocols, cellular modems, and Microsoft Server–based environments supporting SCADA and OT systems.
  • Proven experience supporting SCADA deployments, managing contractor and integrator activities, assisting with system commissioning, operator training, and driving effective change management during system rollouts.
  • Strong knowledge of safety and EHS protocols; excellent communication and documentation skills
