THIS POSITION IS CONTINGENT UPON BID AWARD

THIS IS AN INDEPENDENT CONTRACTOR 1099 POSITION

The Alternate Designated Site Psychologist is responsible for conducting AOCC psychological evaluations which specifically address fitness for duty, safety, and security concerns for the Human Reliability Program (HRP) and Nuclear Explosive Duties, of HRP candidates, HRP-certified individuals, and others as directed by the Site Occupation Medical Director (SOMD) and assigned by the Primary Designated Site Psychologist.

Responsibilities

  • Ensure that psychological evaluations and assessments are performed in accordance with Department of Energy (DOE)/Office of Secure Transportation (OST) Human Reliability Program (HRP) and all other relevant Federal employment program requirements.

  • Assess the psychological fitness of HRP­ certified individuals for HRP duties, including specific work settings and recommending referrals and/or temporary removal from duty for cause

  • Ensure employees undergoing psychological evaluations are provided appropriate guidance and referrals (e.g., Employee Assistance Program [EAP), private insurance) for psychiatric, psychological, substance abuse, or personal or family problems, and monitoring the progress of individuals so referred as directed by the SOMD. Treatment of HRP certified individuals is not authorized.

  • Conduct psychological evaluations to integrate data from multiple sources, including semi-structured interview, psychological testing (Minnesota Multiphasic Personality Inventory [MMPI] and the Personality Assessment Inventory [PAI]), supervisor reports, military documentation, Department of Veterans Affairs medical and adjudicative documentation, and other relevant external documentation.

  • Maintain records of Federal Agents and Staff, which includes paper files and electronic medical records.

  • Utilize the OST Psychologists SharePoint, which includes, uploading documents, creating new folders, and adding content to the main site.

  • Attend agency conferences, meetings and/or trainings, which may require out of town travel.

  • Provide program consultation for high-risk individuals and situations, including risk management planning with the Primary Designated Site Psychologist, Lead Designated Psychologist, Site Occupational Medical Director (SOMD), OST leadership, HRP Management and Certifying Officials, and legal counsel.

  • Testify as a psychological expert witness during HRP Administrative Review Hearings where an individuals HRP certification may be revoked.

  • Other duties as assigned

Qualifications

  • Doctoral degree from a clinical psychology program

  • Completion of one-year (1) clinical internship approved by the American Psychological Association or an equivalent program.

  • Minimum three (3) years postdoctoral clinical experience with a major emphasis in psychological assessment and testing.

  • Possess and maintain a valid, unrestricted state license to practice clinical psychology in the State of Texas.

  • Successfully pass background and drug screening

Preferred Qualifications

  • Minimum two (2) years experience in neuropsychology, forensic, police and public safety, and/or military psychology

Knowledge, Skills and Abilities

  • Ability to meet the applicable HRP instruction and regulatory requirements.

  • Ability to Obtain a DOE-Q Level Security Clearance.

  • Ability to gain approval/nomination from OST/NNSA/DOE Headquarters to work in the capacity of the Primary Designated Site Psychologist.

  • Professional knowledge of clinical psychology diagnostic practices and evaluation methodologies.

  • Ability to effectively integrate into an occupational medicine work environment staffed with physicians, nurses, psychologists, and administrative personnel.

  • Ability to interact and communicate effectively with non-medical personnel in the Human Reliability Program (HRP), Federal Agent supervisory positions, legal staff, and senior management.

  • Ability to discuss and write reports, and potentially testify in official hearings, about psychological issues that may compromise fitness for duty, safety, and security.

  • Proficient computer skills including use of computer software applications for drafting documents, data management and tracking, and communications (email, video conferencing, instant messaging, etc.), especially those programs in use by DOE (Word, Excel, Adobe Acrobat, Access Database, OneDrive, SharePoint, Outlook, etc.). Must be able to quickly learn new computer programs and policies, if necessary.

  • Knowledge of the administration and interpretation of psychological tests, such as the MMPI-2 and PAI for purposes of mental health assessment, as it applies to human reliability and safety.

  • Ability to gain nomination and approval from OST/NNSA/DOE Headquarters to work in

  • Ability to gain nomination and approval from OST/NNSA/DOE Headquarters to work in the capacity of the Primary Designated Site Psychologist.

  • Ability to Obtain a DOE-Q Level Security Clearance.

  • Sufficient fine motor skill for use of computers, calculator with an ability to withstand repetitive keyboarding for extended periods of time

  • Visual, auditory and communication abilities sufficient to perform the essential functions of the job

  • Ability to kneel bend and twist at the waist on an occasional basis,

  • Ability to push, pull, carry and lift objects weighing up to 20 pounds on a regular basis and more on an occasional basis

  • Ability to travel by plane and safely operate a motor vehicle
