Duties Description The incumbent of this position will report to the NYS State Watch Center within the Office of Emergency Management. Duties include but are not limited to the following: • Assist with the development of policies and procedures for the New York State Watch Center. • Prepare daily operational briefings to include information gathered from federal, state and county sources, regional activities, noteworthy news, weather, transportation, utilities, and Geographic Information System (GIS) mapping. • Monitor multiple sources of information for situational awareness of incidents that may adversely impact areas of New York State, require a multi-agency response, and/or require an Office of Emergency Management (OEM) response. Communicate with state, federal, and local officials, agencies, and organizations to confirm the nature, scope, and impact of incidents. • Serve as the OEM first point of contact for all state agencies in regard to any Local/County/State/National and International Incidents, Emergencies, or Disasters. • Research, analyze, and report on program activities. • Oversee the operations of the section in the absence of a supervisor. • Maintain contact info, operational databases, and complex communication systems. • Assess and evaluate information using educational and background ability to reason clearly and make sound judgments. • Notify partners to the activation of the SEOC when necessary and alert the general public of emergency situations in their localities. • Act as the SEOC Message Center during activations. • Perform other duties and special projects as required. • Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job. This is a 365-day, 24/7 operation. Shifts will be assigned as follows: • Day Shift from 6:00am to 2:00pm • Evening Shift from 2:00pm to 10:00pm • Night Shift from 10:00pm to 6:00am
Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*** To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Four years of emergency management experience in one or more of the following areas: coordinating and implementing emergency management disaster and/or transportation related preparedness programs; preparing or modifying multiple emergency management plans; preparing, modifying, and presenting emergency management training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or supporting position on the Incident Command System; or managing or supervising response or recovery operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies. Substitutions: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience. REASSIGNMENT/TRANSFER Current New York State Division of Homeland Security and Emergency Services employee with one year or more of permanent, contingent-permanent or 55 b/c service as a Disaster Preparedness Program Representative 1 and are interested in reassignment OR are a current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law. NOTE: Employees on the Civil Service eligible list will be considered. If you are on the eligible list and not reachable, you may be eligible for another appointment method. Additional Comments New York State Watch Center: Career Opportunities: The New York State Watch Center is seeking highly motivated and dedicated professionals to support its 24/7/365 emergency operations. Key responsibilities include maintaining comprehensive situational awareness, managing, and analyzing high volumes of incoming information, and coordinating the timely alert and notification of agency leadership, partner organizations, and the public. Watch Center staff play a critical role in incident monitoring, information dissemination, interagency communication, and operational coordination-directly contributing to New York State's preparedness and response capabilities. NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties. ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
