DSHS DDA Social and Health Program Consultant 4 - Housing Displacement Specialist

Join the Developmental Disabilities Administration (DDA) and help shape the future of long-term services and supports for Washington’s most vulnerable residents.

In this role, you report to the DDA Deputy Director of Innovation and Development at Headquarters. This position is on a team whose responsibility is developing partnerships, services, subsidies, and resources to increase availability, stability, and access to affordable housing for individuals with complex and critical needs. Your work supports DDA, Home and Community Services (HCS), and Health Care Authority (HCA) along with multiple internal and external parties to develop short term housing resources for clients facing displacement.

The Housing Displacement Specialist - HRSN position was established to support implementation of the federally funded Health and Related Social Needs Program, a part of the WA State 1115 demonstration waiver, with deliverables tied to CMS compliance, training, reporting, and cross-divisional and cross-agency alignment. It has responsibility in bridging the gap between the long-term care and home and community based service worlds and state and federal affordable housing resources that clients with intellectual and developmental disabilities in WA State depend upon.

Please note: This position currently has approval to work a flexible/hybrid schedule, as business needs allow. Therefore, the successful applicant could predominantly telework, or if preferred, office space may be issued. Occasional statewide travel may be required based on business needs.

Project employment: This is meaningful, high-visibility project employment. Although temporary, it is benefit-eligible and is expected to be funded through June 30, 2028.

Some of what you’ll do:• Develop housing services including HRSN rent/temporary housing and resources necessary for successful transition and sustainability in living in community settings for clients leaving nursing facilities and other institutional, residential, or unstable settings.

  • Promote awareness of HRSN rent/temporary housing and ability to leverage for temporary dislocation clients' needs to DDA and HCS field staff.
  • Support DDA and HCS field staff in policy driven authorization and documentation of benefits in CareWeb, including periodic case audits.
  • Work with Spokane Housing Authority to develop and implement HRSN rent/temporary housing across DDA and HCS for temporary displacement needs.
  • Collaborate with internal and external partners to develop processes, communications materials, training guidance, and technical assistance so that DDA case managers can ensure eligible DDA clients receive these essential housing supports.
  • Develop, maintain, and provide HRSN rent/temporary housing related training for DDA and HCS staff as well as external interested parties.
  • Serve on other relevant DSHS or external workgroups to share HRSN rent/temporary housing information and coordinate with other programs for continuity of care and policy development.
  • Develop and maintain HRSN rent/temporary housing operational, marketing and training materials, policies, and procedures ensuring they are current, relevant and impactful.
  • Lead and facilitate statewide collaboration meetings with contracted specialty service providers to promote networking, collaboration, idea-sharing, and problem-solving.
  • Conduct statewide service analyses to identify gaps in the provider network and develop targeted strategies to address them – with a focus on rural, tribal, and historically underserved communities.

  • Solicit program operational and results-based feedback and design and carry out continuous improvement plans that include state staff, partners, and community collaborators and clients who receive these services.

Who should apply? A bachelor’s degree in social work, a health or social science, public administration, or a related field; AND 5 years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. OR A master’s degree in social work, a health or social science, public administration, or a related field; AND 4 years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. OR One year of experience as a Social and Health Program Consultant 3 or equivalent. OR Two years of experience as a Social and Health Program Consultant 2 or equivalent. OR A combination of professional experience/education of 9 years in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs including and implementing RCWs and WACs.
