Full job description

You will serve as a CONTRACTING OFFICER'S REPRESENTATIVE in the Contracting Department (Code 400) of PEARL HARBOR NSY AND IMF. GS-11 Grade level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and developing contract requirements; communicating with vendors and contractors; and performing contractor oversight and performance evaluation to include identifying and resolving problems, monitoring costs, and documenting and reporting throughout the contract life cycle. GS-09 Grade level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with the planning and development of contract requirements; communicating with vendors and contractors; and performing contractor oversight and performance evaluation to include identifying and resolving problems, monitoring costs, and documenting and reporting throughout the contract life cycle. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will serve as an appointed Contracting Officer's Representative (COR) responsible for ensuring that all necessary actions for effective execution of valid Government requirements via contract vehicles are accomplished, You will be appointed as either a Primary COR, Alternate COR, or Technical Point of Contact (TPOC) on service and supply contracts awarded by Contracting Officers from within NAVSEA, NAVSUP, as well as a variety of other Federal agencies. You will become the Subject Matter Expert for the requirement as necessary, and ensure full understanding with the contract, its terms and conditions, and requirements. You will serve as an advisor, voting member, or chairperson for source selection evaluation boards (SSEB) conducting evaluation of contractor proposals; including technical analysis, price and/or cost analysis, and past performance assessment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11 Grade level Successful completion of a Ph.D. or equivalent doctoral degree. OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
