We are currently seeking a Program Analyst, Senior to support our customer at the Patuxent River, MD Program Office.

Responsibilities include supporting the management of cost, schedule, and performance of assigned projects; coordinating cross-functional activities among engineering, test, logistics, contracts, and product IPTs; facilitating System of Systems (SoS) integration; and supporting capability planning, technical analyses, trade studies, and acquisition activities that enable the timely integration of new capabilities while minimizing impacts to production and fleet readiness.

Functional Description:

Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

Duties will include, but are not limited to:

  • Manage tasking, action items, Requests for Information (RFIs), and executive correspondence while providing recommendations to the Level II IPT Lead. Act on behalf of the IPT Lead, as delegated, to coordinate cross-functional activities supporting CIT modernization efforts.

  • Collaborate with Level I and Level II IPT Leads, Product IPTs, functional leads, and external stakeholders to support capability roadmaps, System of Systems (SoS) integration, trade studies, requirements analysis, Integrated Master Schedules (IMS), resource planning, and executive decision support.

  • Assist in the planning, execution, and financial management of CIT activities, including spend plans, financial execution tracking, Procurement Management Tool (PMT) requests, Procurement Initiation Documents (PIDs), and execution of Research, Development, Test, & Evaluation (RDT&E) funding.

  • Experience with the NAVAIR Acquisition Management System (AMS), including the PMT, CDRL tool, Common Spend Plan Tool (CSPT), and associated processes and documentation.

  • Support the development of acquisition documentation, including Statements of Work (SOWs), Procurement Planning Agreements (PPAs), Procurement Planning Conferences (PPCs), Contract Data Requirements Lists (CDRLs), Independent Government Cost Estimates (IGCEs), and related contractual documentation.

  • Coordinate internal and external communications, acquisition data calls, executive briefings, and stakeholder engagements supporting CH-53K capability integration and modernization efforts.

  • Develop, manage, and deliver presentations and briefing materials for internal teams, prime contractors, subcontractors, senior acquisition officials, and Department of the Navy (DON) leadership, as required.

  • Participate in acquisition, engineering, financial, and technical reviews, including Engineering Review Boards (ERBs), System Engineering Technical Reviews (SETRs), Design Reviews (Preliminary Design Review (PDR)/Critical Design Review (CDR)), Technical Interchange Meetings (TIMs), Program Management Reviews (PMRs), and other acquisition, engineering, financial, and technical review forums.

  • Apply knowledge of Department of War (DOW), Department of the Navy (DON), and Naval Air Systems Command (NAVAIR) acquisition policies, systems engineering principles, and program management processes to support modernization planning and capability integration.

  • Proficiently use the Microsoft 365 Suite, including Microsoft Teams, Word, Excel, PowerPoint, Outlook, and related collaboration tools, to support program management, documentation, analysis, communication, and reporting requirements.

RRequired Education:

Senior - MA/MS degree

Allowable substitution:

Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

OR

Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

OR

Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Required Experience:

Senior - over 10 years of combined experience performing duties described in the functional description, with at least 5 of those years performing management, technical, or business case analyses and collecting, completing, organizing and interpreting data relating to aircraft/weapon/project acquisition and product programs.

Desired Experience:

  • At least 3 years of experience supporting NAVAIR programs.

  • Experience leading or directly supporting an IPT or equivalent cross-functional acquisition organization.

  • Experience with the Planning, Programming, Budgeting, and Execution (PPBE) process.

  • Experience with detailed project planning and Integrated Master Schedule (IMS) development and maintenance, including predecessor and successor task dependencies.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40 to $129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems’ total compensation package.
