Summary This position is part of the Office of Cybersecurity, Energy Security and Emergency Response, Department of Energy. As a Management and Program Analyst, you will support CESER's procurement and contract activities by helping staff prepare purchase requests, tracking contract funding and contractor performance, and recommending ways to improve acquisition processes. Veterans shape the future of energy As a Management and Program Analyst, you will: Serve as an analyst and advisor to senior program officials, evaluating mission-critical programs and operations, and providing technical guidance on analysis and evaluation methods. Develop and maintain programming data/information systems, interpreting and applying policies, regulations, and system requirements to ensure effective application within the assigned program. Analyze management information requirements to develop administrative reporting systems and evaluates new or modified administrative program policies, regulations, and goals. Maintain contract records, tracks funding, processes invoices, and coordinates with contractors and the acquisition team for financial actions. Support procurement planning, operations, and reporting, offering guidance on procurement requisition packages and assisting in their development. Monitor contractor performance, resolves issues to ensure contract compliance, and recommends improvements to acquisition strategies, policies, and processes. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of the following 3: 1. Performing in-depth analysis of contractor proposals and performance, utilizing various cost and price analysis techniques to determine reasonableness and contractor capability. 2. Providing advice and consultation to senior management and program officials on complex acquisition issues, contract administration, and procurement policies, guiding strategic decisions and ensuring adherence to legal and regulatory requirements. 3. Provide financial management advice and oversight for significant program budgets, contracts, or financial operations. Limit your resume to no more than two (2) pages. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
