AVIATION RESOURCE MANAGEMENT SPECIALIST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and experience in applying medical administrative, personnel, training and performance/process improvement concepts, principles, and theories; and qualitative analysis methods relating to the management of the medical unit and the medical force protection programs supporting the wing. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in applying various aviation management programs, policies and aviation service eligibility directives; with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures and preparation, processing, and auditing of associated documents. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the ARMS database. Skill in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements. Skill in inter-personal communication necessary to liaise with aircrew, HHQ, and counterpart organization personnel and gain cooperation from others through tact, courtesy and diplomacy. Ability to update aviation management software and generate products to monitor and ensure flight crews' eligibility for flight, regulatory compliance, and support unit leadership data needs. Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of aviation management policies and procedures. OTHER SIGNIFICANT FACT: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Experience in Aviation Resource Management, Aviation Resource Management System, and other pertinent software is required. Experience in the Host Aviation Resource Management office is desired. Incumbent may be required to fly in commercial or military aircraft to perform temporary duty assignments away from the normal duty station. Incumbent may occasionally be required to work other than normal duty hours or overtime to meet workload demands. The incumbent must be able to obtain and maintain the appropriate security clearance. Drug Test Positions: This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Performs other related duties as assigned. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. The primary purpose of this position is: To provide the full range of aviation management resources for the unit pertaining to assigned rated/ non-rated/ career enlisted/non-career enlisted aircrew. Provide accurate data analysis to unit and operational leadership, ensuring force and resource readiness to accomplish unit mission and an effective liaison with other agencies, functions, and individuals. Additionally, provides training to reservists in the accomplishment of tasks set forth herein. DUTIES: DUTY 1: Plans, implements and controls all operational administrative aspects of aviation resource management. Serves as an advisor/principle contact for unit leadership and other management officials. Provides consultative, advisory, and administrative services involving the full range of aviation management functions. DUTY 2: Maintains and updates Aviation Resource Management System (ARMS), Patriot Excalibur (PEX)/Omni, and other aviation management software: Operates, maintains, and monitors all pertinent aviation management software at the unit level. Analyzes training requirements and translates into training table. Maintains individual training table. DUTY 3: Researches, validates, and interprets public law, Air Force guidance, and medical/physiological documentation to monitor and manage flying and ground training requirements. Applies complex flight/jump eligibility rules IAW Public Law, DoD, and Air Force guidance. DUTY 4: Substantiates personnel listings, determines position status and performs a wide range of administrative duties. Acts as OPR for the Rated Officer Flying Program to include monitoring Aviation Positions Indicator (API)codes, Aviation Service Codes (ASC), entitlement status and flying status to ensure accuracy and compliance with applicable regulations.
