Overview

Position: Title: Collateral Security Specialist L2

Location: Holloman AFB, NM, 88330

Job Summary:

Tutulu LLC is looking for an enthusiastic, well-qualified individual to fill the Collateral Security Specialist L2 position. This role offers the opportunity to work with a diverse and talented group of individuals committed to driving success.

In this crucial role, you will be an integral part of the collateral and Sensitive Compartmented Information programs ensuring comprehensive coverage of Collateral and SCI security programs while efficiently managing daily workloads. You will oversee and execute personnel, physical, industrial, and information security requirements for our esteemed customer, coordinating all facets of DoW security programs with precision.

Your expertise will be vital in coordinating and conducting personnel security operations within the Defense Information System for Security (DISS), ensuring seamless security indoctrinations to facilitate the rapid integration of our workforce. You will also be at the forefront of coordinating and executing in/out processing procedures for military, civilian, and contractor personnel, and providing access control within multiple secure facilities/locations.

As a security advisor, you will offer guidance to both civilian security personnel and senior leadership ensuring compliance with regulations and standards.

Moreover, you will be entrusted with conducting thorough reviews of current policies and Standard Operating Procedures (SOPs), presenting well-crafted SOP drafts and proposals to government decision-makers.

Requirements

Skills/Experience Required:

  • Active Top Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility

  • 5+ years of relevant Department of Defense (DoD) work experience

  • 2+ years experience in SAP environment and/or SCI environment within the last five years

  • May be required to consent to and successfully complete a Government Counterintelligence Scope Polygraph

  • Utilizes Defense Information Security System (DISS), as the DoD enterprise system of record for SCI and Collateral Security PERSEC and the Joint Access Database Environment (JADE) for Program PERSEC

  • Must be familiar with DD-254 DOD Contract Security Classification Specification, ensuring proper security guidance for the partner contractor to eliminate misunderstandings pertaining to classified work between government and industry

  • Direct experience in conducting verification of security clearances, and in- and out- processing procedures in a DoD environment.

  • Experience administering policies, practices and metrics that reflect the security posture of the project

  • Experience with DISS and the use of sound security practices to ensure the integrity and confidentiality of all personnel and security matters

  • Highly desired is a candidate with two years’ minimum experience working in secure access programs and/or secret compartmentalized information environment

  • Ability to organize, prioritize and meet deadlines Capable of conveying complex information in a simplistic manner

  • Verifies accesses, create program access requests (PARs), and determine Program access eligibility as a Special Access Program Personnel Security Officer (SPO)

  • Coordinates with Program Management on program access requests (PAR) and SCI nominations, ensuring proper vetting of candidates before access approval

  • Reviews Program Security Classification Guides (SCGs) for administrative, formatting and marking purposes in coordination with responsible PM

  • Conducts and documents facility reviews, and facility close-outs for supported programs

  • May travel to support security team requirements

  • Must be Familiar with DoW Security Policy guidance and standards (i.e DoDM 5200.01, Vol 1-3, DoDM 5105.21 Vol 1-3, DoDM 5205.07 vol 1-4, ICD 705-02 etc.)

  • Self-starter with strong critical thinking and problem-solving skills, able to take proactive measures to prevent problems rather than reactive by nature

  • Strong verbal and written communication to effectively express concepts, plans, and proposals

  • Works well in a team environment

  • Bachelor’s degree, or equivalent work experience may be considered in lieu of education equivalent

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

  • Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.

  • Occasional operation of a government vehicle as required.
