Summary This position is located with Bonneville Power Administration, in the Equipment & Tool Loan Pool (NSFP) organization of Fleet Management (NSF), Supply Chain Services (NS), Chief Administrative Office (N). A successful candidate in this position will serve as an equipment specialist performing a variety of administrative work that involves collecting, analyzing, etc., specialized information about BPA's heavy equipment & tool assets to support the management of BPA's fleet operations. Responsibilities As an Equipment Specialist, you will: Use intensive knowledge of BPA's heavy mobile equipment to ensure that users have the specialized equipment and tools required to perform construction and maintenance on power transmission lines and facilities by analyzing the requirements for and scheduling and dispatching equipment and tools from the loan pool. Analyze requirements of customers to determine the correct equipment for a project or task. Perform analyses and cost comparisons of available options for Loan Pool equipment to determine the equipment to be scheduled. Based on analyses performed, schedule appropriate long- and short-term equipment deliveries to customers. Coordinate schedules for Line Equipment Operators (LEO) to deliver/pick up equipment throughout the service area. Coordinate and arrange outside rental of equipment throughout the BPA service area. Manage outside rentals in an excess of $1 million per year through P-Card transactions or contracts. Inventory or arrange loan pool items being issued and returned by users to ensure all parts and pieces are returned with the item. Perform physical identification and uploads inventory into computer database. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as experience 1) analyzing complex project or operational requirements to schedule, dispatch, and coordinate the delivery of heavy mobile and specialized equipment and tools for construction, utility, or industrial operations; 2) performing cost-benefit and usage analyses on fleet assets to evaluate performance, coordinate maintenance schedules, and recommend equipment replacements; and 3) collaborating with customers and commercial vendors to negotiate rental agreements and resolve equipment availability conflicts. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
