Cruz Associates Inc. of Yorktown, VA (www.cruzinc.us) has an open position for a Foreign Military Sales (FMS) Principal Special Projects (Release to Service) Coordinator. The job location is at Fort Campbell, KY in support of the USASOAC’s FMS project officer. Scope: Duties require the ability to expertly manage existing, emerging, and new concept programs, special projects, non-standard projects, or highly sensitive projects, and o btain cooperation of managers and peers in other activities such as R&D labs, PM/PMOs, other Commands, other services, liaison with DoD users, contracting facilities, and contractors. Skills are required to develop and resolve issues and differences on development planning, user requirements, programming, scheduling, contingency planning, production costs, manpower requirements, contract compliance, production schedules, and long- range programming of production facilities and re sources.

Responsibilities:

  • Shall provide Masters-level technical, analytical, program management and integration support for ARSOA.

  • Shall serve as the primary or alternate program manager/project officer for special projects.

  • Shall define, interpret, and refine requirements to deliver capabilities to the warfighter that are visionary, relevant, timely, fiscally responsible, maintainable, and supportable throughout their life cycle.

  • Shall be capable of synergizing, forming and leading enterprise-level integration teams across the many disciplines in ARSOA, to include training, simulation, maintenance, sustainment, intelligence, communications, operations, and logistics.

  • Shall work with PMOs to develop program management documents, e.g., Integrated Government Cost Estimates, Statements of Work, Statements of Objectives, Program Objective Memorandum proposals, etc.

  • Shall actively participate in system integration and design meetings with government and industry partners that include Technical Interface Meetings (TIM), Preliminary Design Reviews (PDR), and Critical Design Reviews (CDR)

  • Shall effortlessly be capable of communicating both in writing and verbally to commanders, leaders, soldiers, and industry representatives at all echelons.

  • Shall possess and apply extensive knowledge of national-level communications and intelligence systems and architectures that support the warfighting efforts of the Department of Defense.

  • Shall develop and present information, decision and course of action briefings addressing complex challenges/issues that require seasoned and experienced analysis of first, second and third order effects.

  • Interfaces frequently with 160th Regiment Liaison Officer (LNO) assigned to supported ground forces to ensure synchronization of requirements. Perform routine clerical, administrative, and logistics tasks as required.

  • Shall possess a Secret or Top Secret (TS) security clearance with access to Special Compartmented Information (SCI) (Note, COR shall make final security level requirements determination).

Required:

  • Minimum of 10 years’ experience with aircraft and aircraft related technical systems development, architecture, and integration.

  • Minimum of 10 years’ experience directly related with integrating specialized systems or capabilities which required close coordination with multiple organizations and agencies.

  • Bachelor’s degree in an Engineering, Business discipline or equivalent experience.
