This is a Washington Army National Guard Title 32 Excepted Service Unit Technician position: SURFACE MAINTENANCE MANAGER Location: Washington Surface Maintenance Office CAMP MURRAY, Washington 98430 Army National Guard Units Appointment Type: Temporary Promotion, Obligated Indefinite, excepted service Advertised as: WARRANT OFFICER May be used to fill one or more vacancies. *Ensure you read this announcement in its entirety, complete all application requirements GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Supervisory experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. OR 1-year specialized experience to at least the next lower grade ***Note: To qualify under the one-year Specialized Experience (SE) provision (when stated in the SE section), you must provide either: Two SF-50s (or equivalent) showing you were in the same occupational series at the next lower grade for at least one full year. The two SF-50s must span that full one-year period, from the older SF-50 to the newer SF-50 and reflect employment with the same federal agency. -or- One SF-50 (or equivalent) if your resume shows at least one year of continuous employment in the position reflected on the SF-50 (or equivalent). A GS-1601-13, SURFACE MAINTENANCE MANAGER: Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Makes or recommends organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Considers a broad spectrum of factors when making decisions (or recommendations to higher level management), including such matters as employee relations, labor-management relations, and the effect on other organizations Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Assigns work in consideration of employee skills and mission requirements. Exercises significant responsibilities dealing with headquarters' personnel, senior commanders, and staff officers of other units, organizations, and commands. Advises high-ranking management of functions, activities and services provided. Advises, counsels, or instructs employees on work and administrative matters. Makes and/or resolves decisions on work problems presented by subordinate supervisors. Develops performance standards Manages all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. Formulates directives, serves on policy boards, serves on financial management committees, etc. Ensures compliance with National Maintenance Program (NMP) business procedures when scheduling and executing sustainment maintenance operations. Provides technical and administrative advice to the Director of Logistics (DOL), commanders, and various staff officers regarding the surface maintenance programs, fiscal matters, organizational planning, and staffing for all levels of maintenance. Represents the state in major command conferences affecting the maintenance program. Serves as a liaison with Army Commands, NGB, DOL, Army Depots, etc., in all matters pertaining to maintenance activities. Plans and establishes maintenance policies, programs, and procedures to assure effective support of DoD (Department of Defense) and training mission requirements. Confers with commanders and staff to establish and implement maintenance policies, programs, and procedures. Establishes goals, objectives, and requirements for surface maintenance related funds. Evaluates accomplishment of the surface maintenance program to ensure systems and programs are functioning properly; effective utilization and maintenance of equipment; and that projects are accomplished within established deadlines. Adjusts major scheduling of projects, as necessary, to meet changing requirements. Directs inspections of operating activities to determine the condition of required facilities, the effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities. Analyzes maintenance activity inspection reports and directs corrective action when necessary. Directs and coordinates the correction of maintenance deficiencies affecting unit readiness. Analyzes maintenance production impacting equipment readiness. Responsible for authorizing the level of maintenance to be performed at Table of Distribution and Allowances (TDA) for maintenance activities. Serves as a member of appropriate Authorized Stock List (ASL) review board(s). Serves as program manager for surface maintenance funds. Develops the maintenance financial requirement portion of the logistics budget for submission to the Program, Budget and Accounting committee (PBAC). Ensures funds are obligated in accordance with the state budget plan. Conducts staff conferences to outline priorities and collaborate on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, and requirements for new facilities or facility remodeling, etc. Administers and monitors other maintenance funding programs as needed. Exercises significant responsibilities in dealing with, or advising, higher ranked officials of other units or organizations. Assures that manpower requirements are met and coordinates through the DOL to provide manpower requirements justifications and other necessary information. Conditions of Employment MILITARY REQUIREMENTS: Military Grades: CW4 Desired Military Assignments: WOBR- 91,94 WMOS- 882A,920A,920B - Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection.
