Summary This position is located in Director, Budget Division, in the Office of the Chief Financial Officer (OCFO), The incumbent reports directly to the CFO and is the senior official responsible for directing, executing, and sustaining the Agency's budget formulation and execution functions in a highly constrained, dynamic, and politically complex operating environment. Responsibilities As a Budget Director, you will be responsible for duties to include, but are not limited to: Develops and updates internal budget policies, procedures, and guidance to reflect changing statutory, regulatory, and operational requirements. Oversees apportionment and reapportionment strategies and proactively engages OMB to resolve execution issues, timing constraints, and execution flexibility. Directs the formulation of agency's annual budget submissions, including budget justifications to OMB and Congress and internal operating and program plans. Perform the full range of supervisory duties: plan, schedule, and assign work; conduct annual performance appraisals on staff, identify training needs and opportunities for staff, carry out EEO policies and program activities. Requirements Conditions of Employment Qualifications Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following: Researching, interpreting, analyzing, and applying budget and financial management legislative and administrative policies to ensure compliance with budgetary requirements; Supervising or managing a budget or financial management office including planning, programming, budgeting and executing major acquisition budgets in accordance with established policies and procedures; Directing budget planning and execution activities, advised senior leadership on resource allocation and fiscal strategy, and ensured compliance with budget regulations and appropriations law. Education Education is not required for this grade level. It cannot be used for qualification purposes.
