Summary:

• The PennSTAR Medical Crew Manager is a leadership role responsible for overseeing critical care transport staff within the PennSTAR program. This position reports directly to the Program Director of PennSTAR. The scope of the Medical Crew Manager includes ensuring operational readiness and maintaining professional performance among critical care transport staff. The primary focus of this role is workforce leadership and managing critical care transport nurses and paramedics directly. The Medical Crew Manager provides leadership and operational coordination for contractual personnel from external agencies assigned to PennSTAR, ensuring they meet program standards and expectations. The Medical Crew Manager will collaborate with the PennSTAR Operations and Logistics Coordinator (OLC) to address operational readiness and logistical challenges. In collaboration with the PennSTAR Clinical Practice Lead (CPL), the Medical Crew Manager ensures the delivery of safe, evidence-based care that promotes positive patient outcomes. Additionally, the Medical Crew Manager promotes a culture of safety by overseeing transport environment risk mitigation and actively engaging in a safety management system, which includes reviewing and analyzing adverse events, near misses, and safety trends.

Responsibilities:

• Staff leadership and workforce management:

• Direct management of critical care transport staff.

• Direct authority over hiring, onboarding, scheduling, and retention.

• Conducts performance evaluations, coaching, and corrective actions.

• Partners with the Program CPL to lead professional development, competency validation, and continuing education, ensuring compliance with Medical Director–approved protocols, defined scope of practice, and evidence-based care standards.

• Shapes unit culture, engagement, and accountability.

• Operational management:

• Manages daily program operations to ensure continuity of care (in conjunction with the OLC) .

• Coordinates staff schedules, staffing levels, and resource utilization ensuring 24/7 staffing readiness consistent with mission requirements.

• Leads the identification and resolution of operational barriers and disruptions affecting care delivery.

• Participates in base readiness, oversees equipment standardization, and supply chain management.

• Financial stewardship:

• In conjunction with the Program Director develops and manages program budget.

• Monitors labor costs, productivity, and supply utilization.

• Participates in capital planning and cost-containment strategies.

• Balances fiscal responsibility with quality and safety priorities.

• Collaborates with internal and external stakeholders to ensure effective revenue cycle management.

• Regulatory and compliance accountability:

• Ensures compliance with state EMS authorities, applicable state nursing boards, and accrediting bodies.

• Partners with the CPL to maintain clinical policies, procedures, and documentation standards, while monitoring compliance, clinical quality indicators, and adherence to internal program and Penn Medicine policies.

• Prepares for and responds to surveys, audits, and inspections.

• Maintains documentation standards and reporting requirements.

• Strategic and organizational contribution:

• Collaborates with internal and external program stakeholders, and Penn Medicine administration.

• Responsible for the structure, operation, and effectiveness of program committees.

• Aligns program goals with Penn Medicine mission, priorities, and initiatives.

• Implements system-wide (Penn Medicine) initiatives at the program level.

• Participates in leadership councils, entity wide committees, and change agent efforts.

Credentials:

• Pennsylvania registered nurse (RN) or nationally registered paramedic (NREMT-P).

• Specialty certification required (CEN, CCRN, CFRN, CCEMT-P, FP-C). Additional specialty certifications will be considered.

• BLS (Required)

• ACLS (Required)

• PALS (Required)

• Emergency Vehicle Operator (EVO) preferred

• EMT or EMT-P or PHRN preferred

• PHTLS preferred

Education or Equivalent Experience:

• Currently enrolled in program or has completed a Master’s Degree in Nursing (MSN), Health Care Administration, or Business. Consideration will be given to other master’s level degrees.

• 5+ years experience as health care manager or director level leadership role with clinical responsibilities required. Preferred previous experience in EMS, critical care transport, or critical care nursing setting.
