Description
Quantum Sky is searching for a Buyer. This position isresponsible for medium to high complexity material and software procurement actions for new business proposals and for ongoing programs. Successful candidate must be an excellent communicator to coordinate and collaborate with suppliers and company professionals from various disciplines; have a willingness to learn new skills and apply them confidently in day-to-day processes; is required to use problem-solving techniques to address unique procurement requests that impact critical support requirements; have experience supporting government procurement system compliance, prime contract flow downs, supplier quality, and supplier teaming to achieve successful results; and have experience working with price analysis methodologies.
Responsibilities:

Develop and issue solicitations in support of proposals and on-contract growth in accordance with company policy and program/proposal requirements.

Develop and negotiate favorable prices on procurements, including related terms, schedules and other provisions of purchase orders, ensuring consistency with customer requirements and procurement policies/procedures under supervisor guidance.

Perform purchase order administration/file maintenance, supplier customer management, and closeout for all procurement-related activities.

Perform oversight on all awarded purchase orders until delivery/completion of goods/services.

Coordinate and prioritize activities in a fast-paced environment.

Recruit and maintain responsive suppliers providing high quality products and services at fair and reasonable prices.

Conduct price and cost analyses.

Review proposals and select or recommend suppliers based on gathered information and customer requirements.

Recommend improvements to procurement processes and procedures.
Qualifications
Required:
-
A minimum of a bachelor’s degree coupled with 4-8 years of business experience; OR a master’s degree with 2-6 years of experience; OR a HS Diploma coupled with 8+ years of business experience. Prior experience procuring on behalf of the government is required.

Advanced Microsoft Outlook, Word and Excel skills.

Good oral and written communication skills.

Ability to complete milestones and work toward multiple deadlines simultaneously.

Location:
- This position is based in Reston, VA. Remote or telework may be considered for the right candidate.

Compensation:
- Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $75,000-$85,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
