Description
We are looking for an experienced HR Operational Infrastructure / Systems Implementation Consultant to support a major labor agreement implementation effort in Oakland, California. This 5-6 months contract position is ideal for a hands-on, detail-oriented individual who can convert complex union-related requirements into practical HR processes, controls, and tools that teams can use consistently. The role combines project leadership, workflow development, compliance-oriented documentation, and cross-functional coordination to ensure contractual obligations are administered accurately and on time.
Responsibilities:

Direct a multi-stage HR project focused on putting newly finalized union agreement terms into operation across people processes and administrative workflows.

Convert labor contract provisions into structured procedures, business rules, and functional process requirements that can be executed consistently by HR and management teams.

Create and deploy centralized methods for tracking deadlines, approvals, accountability, and completion status tied to contractual commitments.

Produce clear operational documentation, including standard procedures, process flows, templates, and reference materials that support reliable execution.

Define responsibility points, escalation paths, review checkpoints, and audit-ready controls within each workflow to strengthen governance and oversight.

Develop practical systems and reporting approaches that give HR visibility into upcoming actions, assigned owners, required timing, and task completion.

Partner with stakeholders to test process and system functionality, identify gaps, and refine solutions before broader rollout.

Deliver end-user guidance, training support, and knowledge transfer so teams can adopt new tools and procedures effectively.
Requirements • At least 7 years of experience leading complex HR or operational project work, preferably in structured or highly regulated environments.

Demonstrated background working with union agreements, labor relations processes, or contract-driven HR administration.

Strong capability in designing workflows, standard operating procedures, tracking tools, and process documentation from complex requirements.

Experience with HR compliance, policy interpretation, and building controls that support consistent execution and audit readiness.

Proven project management skills with the ability to independently lead implementation efforts involving multiple phases and stakeholders.

Hands-on experience with user acceptance testing, system implementation support, and process rollout activities.

Ability to train end users and communicate new procedures clearly to HR teams, managers, and other business partners.

Proficiency in organizing data, monitoring deadlines, and creating reporting mechanisms that improve visibility and accountability.
