In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes extensive technical knowledge of Air Combat Maneuvering Instrumentation (ACMI) systems, communications systems/UHF/VHF radios, and/or data-link via JTIDs, electronic warfare systems, range control operations, quality assurance and evaluation techniques, and military aircraft capabilities. Knowledgeable with Federal Aviation Administration Regulations, computer skills sufficient to input and extrapolate data from currently installed equipment, specifically for integration of P5 CTS flight data into aircrew debriefs. External technical knowledge of range control and military airfield operations, maintenance, quality assurance and evaluation techniques, concept, principles, practices and skill to plan, develop and implement effective quality assurance surveillance plans for the contracted ranges control operations and maintenance function. Thorough knowledge of quality assurance and evaluation techniques, concepts, principles, practices and skill to plan, develop and implement effective quality assurance surveillance plans for the contracted programs. Broad knowledge of contracting policies and principles and the Federal Acquisition Regulation to review and analyze contractor results, determine appropriateness of other-than-normal charges, and to document substandard performance to protect the interests of the government. OR EDUCATION: Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in evaluating contractor work performance and documenting findings, knowledge of Federal Acquisition Regulations. 2. Ability to manage, supervise or control operations on an air-to-ground range and understand Range Control Officer duties and responsibilities. Ability to work effectively independently and as a member of a team. 3. Knowledge of land and facility management to include long-range planning for capital improvements. 4. Knowledge of governmental accounting, budgeting, and supply systems. Ability to monitor budgets and inventories to support and maintain range operations. 5. Knowledge of statistical analysis and sampling methods. Knowledge of tactical and conventional delivery of air-to ground ordnance. 6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The primary purpose of this position is: To provide management and oversight of the P5 Combat Training System (CTS) at Mountain Home AFB; to act as the primary point of contact for interface between MAJCOM, contracting, functional users (including those from other services/nations) both in the Mountain Home Range Complex (MHRC) and deployed, base support agencies, and the Operations & Maintenance (O&M) contractors performing P5 CTS maintenance. Duties: Manages the Mountain Home AFB P5 CTS Mission and P5 CTS contract to ensure Air Force contractual requirements are adequate and maintained. Primary Training Range (PTR) Quality Assurance Evaluator assisting Range Operations Specialist to ensure Air Force contractual requirements are met and maintained for the MHRC training ranges and support infrastructure. Assists Range Managers in support for Range Management and Operations. Resource Management. Effectively ensures required government-furnished services are provided to the contractor through request and coordination with support activities. Monitors assigned expenditures and supply computer listings for program status. Manages the overall surveillance of contractor's work performance. Security clearance required: Secret
