As an Operations Support Specialist, you will provide a wide range of management and administrative services essential to the effective operation of the organization; assists management in administering policies, procedures, and operational requirements. The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/26/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/26/2026. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Planning, organizing, and evaluating a variety of human resources programs (e.g. employee benefits, staffing, performance management, or position management) Identifying and recommending solutions to a wide range of administrative issues Analyzing administrative data from a variety of sources to identify trends and patterns Managing the administrative processing through HR systems of personnel actions related to hiring, promotions, reassignments, position classification, details, and resignations OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Independently applying comprehensive knowledge on administrative management and human resources programs and procedures to give sound advice Evaluating administrative functions or practices to provide feedback and recommendations to management in areas such as employee benefits, staffing, performance management, or labor and employee relations Coordinating, advising, or preparing correspondence for conduct, performance, and other disciplinary issues Applying management directives, policies, agreements, and federal regulations to recommend solutions to complex personnel issues. Provide a full range of Human Resource (HR) advisory services to management officials and employees, including but not limited to employee benefits, workers compensation, staffing, awards, reasonable accommodations, and time and attendance. Serve as HR liaison between the agency and headquarters, internal and external customers, and recruiting resources. Advise management and personnel on administrative concepts, laws, regulations, policies, and exercise confidential judgment. Research and advise on significant personnel program changes or developments and recommend changes to improve service. Provide guidance and recommendations to management on Labor and Employee Relations (LER) issues.
