Payroll Tax Analyst

Location: Columbia, Maryland (Hybrid)

Salary Range: $65,000 annually + $5,000 Annual Bonus Potential

The Payroll Tax Analyst is responsible for supporting all payroll tax activities, including compliance with local, state, and federal regulations. The Analyst will focus on regulatory compliance, system functionality compliance, increased efficiencies, and internal customers and regulatory agencies, including researching laws and regulations regarding taxes and payroll withholding procedures. The Payroll Tax Analyst is responsible to support the department.

Essential Duties and Responsibilities:

  • Analyzes new or revised tax regulations, interprets the financial impact of the regulations, and develops recommendations that adapt to the changes.

  • Reviews and makes determinations on all tax notices and tax refund checks including federal, state, and local.

  • Partners with financial teams to resolve escalated discrepancies with payroll accruals, tax payments and receipt of refunds.

  • Maintains and sets up local tax codes and payroll tax tables.

  • Manage year-end tax functions including preparing state EITC notifications, W-2 verifications, updating all state and Federal tax forms, Federal exemption notifications and W-2 corrections.

  • Maintains and forecasts SUI rates for all entities.

  • Researches and provides all needed data for all tax inquires and audits, including letters, IRS B notices, and employees inquires.

  • Prepare and submit timely and accurate filings based on jurisdiction requirements.

  • Prepares multiple worksite reports.

  • Partners with Payroll Team Leads to execute testing on system changes and communicate results to stakeholders and IS to ensure proper functionality is delivered.

  • Prepare and submit journal entries for accounting tax data.

  • Reviews current payroll tax process to ensure efficiencies and compliance.

  • Partners with financial teams to resolve discrepancies with tax payments and tracking of expected funds.

  • Works closely and cohesively with team members to support the timely and accurate processing of all above listed job duties.

  • Cross train as backup for Payroll Specialists.

  • Assist with the creation of training materials and procedures for new and updated processes.

  • Performs other duties as assigned

  • Research appropriate solutions and work with necessary parties, such as Human Resources, HRIS, Benefits and IT team to resolve issues.

  • As the subject matter expert (SME), provide answers to payroll tax inquires and resolves all discrepancies as they arise.

Minimum Requirements:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field preferred

  • A minimum of 4+ years payroll tax experience or an equivalent combination of education and/or experience is required.

  • Comprehensive knowledge of payroll tax regulations, including IRS rules for Fiscal/Employer Agent (FEA) processing, Difficulty of Care payment exemptions (including IRS Notice 2014-7 and applicable Internal Revenue Code sections), family member payroll tax exemptions, and FICA tax refund procedures for exempt payments.

  • ADP experience preferred.

  • Ability to work in fast paced customer service, deadline-driven environment

  • Excellent organizational/time management skills, attention to detail and follow through to any outstanding issues

  • Ability to adapt to changing priorities and environments

  • Computer proficiency, including Microsoft Office required

  • Excellent written and verbal communication skills

  • Proficiency in the English language required
