Fish & Wildlife Biologist

This position is located within the Department of the Interior, U.S. Fish and Wildlife Service, Region 4, Caribbean Ecological Services Field Office, Mayaguez, Puerto Rico. Cost of Living Allowance (COLA) rate of 2.49% is authorized. Promotion to the full performance level (GS-11) is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. To qualify for this position, you must meet the following Basic Educational Requirement and Minimum Qualification: Basic Educational Requirement: You must possess one of the following: Degree: In biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. Minimum Qualification Requirements: In addition to the Basic Educational Requirement, you must possess one of the following: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors).one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service performing work in or directly related to the position to be filled. This experience includes: 1) assisting in habitat restorations on private lands (includes landowner contacts, mapping, surveying, staking, construction monitoring, seeding, or other related activities); 2) utilize Habitat Information Tracking System to record environmental data; and 3) providing technical assistance in the area of fish and wildlife resources to Federal and State agencies that ensures they are in compliance with Federal and/or State environmental regulation. -OR- Education: Have two years (36 semester hours) of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree closely related field which clearly provided me with the knowledge, skills, and abilities to successfully complete the work of the position. -OR- Combination of education and experience as listed above. To combine education and experience, first take percentage of education beyond your first year of graduate level education. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Some of the major duties you will perform include but are not limited to the following: Represent the Service at professional meetings and other meetings pertaining to species associated with the Food Security Act and provide technical assistance and regulatory information to other Service Programs and agencies (Federal, and state) to properly satisfy requirements of the Act. Acts as Service representative to implement required Intra Service consultation and NEPA review. Develops cooperative agreements with Federal, tribal, state, local, and private individuals and organizations for wetland preservation, enhancement, and restoration projects on private, and public lands. Participates in review, evaluation, and development of plans for Wetland Reserve Program. Conducts habitat restorations on private lands, including landowner contacts, mapping, surveying, staking, construction monitoring, seeding, and other related activities, and prepares management plans for restored areas. Responsible for review and development of conservation easements with multi-agency review teams for Farm Services Agency inventory and debt restructuring properties.? Provide biological support on a variety of issues relating to the restoration, preservation, and conservation of fish and wildlife and their habitats.
