Job Description

  • Conduct comprehensive cost estimate reviews within 10 calendar days (average 12–60 hours per project), including validation of cost versus scope, verification of Cost Classification Estimate methodology, PACES file/settings review, assembly selection, functional space areas, area cost factors, market conditions, and project mark-ups.

  • Perform cost risk analysis, economic analysis, life-cycle cost analysis, and benefit-cost analysis as required (per DAFI/DAFM 65-series).

  • Identify missing scope, incorrect quantities, and other deficiencies; reconcile estimates with higher-detail methods such as MII when 35%+ design is available.

  • Prepare written Cost Estimate Review Reports with clear findings and one of four recommendations: Concurrence, Concurrence with Comments, Additional Information Required, or Non-Concurrence, supported by documentation.

  • Support projects throughout the lifecycle (up to beneficial occupancy), including review of Independent Government Estimates (IGE) for modifications and change orders.

  • Contribute to quarterly and annual summary reports highlighting trends, issues, and recommendations for improving Air Force cost estimating accuracy.

  • Attend meetings and provide analytical support to Reviewer/Approvers and the AF LCCE SME via telephone/web conference.

  • Maintain a formal quality control process for all deliverables.

Skills and Requirements

  • Minimum 10 years of experience performing cost estimates for U.S. Government (preferably DoD/USAF) projects.

  • Extensive knowledge of the USAF Cost Estimating Improvement Program (CEIP) and relevant guidance (DAFI 32-1020, UFC 3-701-01, UFC 3-740-05, etc.).

  • Demonstrated expertise using:

  • UFC 3-701-01 Guidance Unit Cost

  • RS Means cost estimating software

  • PACES (Parametric Cost Estimating System)

  • MII (Micro-Computer Aided Cost Engineering System)

  • Oracle Crystal Ball

  • Microsoft Excel (advanced)

  • Bluebeam

  • Desired: Certified Cost Professional (CCP) or Certified Estimating Professional (CEP) with AACEI or equivalent.

  • ability to obtain and maintain any required access / Security clearance.
