Job Description
The Senior Capture Manager will identify, qualify, shape, and win competitive procurements aligned with IRS modernization priorities to drive business growth. This person will lead capture strategy, competitive positions, client relationships, and team for high-priority opportunities within the federal space.
Responsibilities:
•Capture Strategy & Leadership; Client & Market Engagement; Teaming & Partnership Development; Proposal Integration; Pipeline & Growth Management
•Lead end-to-end capture efforts for Treasury/IRS opportunities, from early shaping through contract award
•Develop and execute win strategies, including competitive positioning, price-to-win analysis, and differentiated value propositions
•Build and maintain strategic relationships with IRS/Treasury stakeholders while staying aligned to priorities and procurement pipelines
•Drive teaming strategy by identifying partners, negotiating agreements, and developing integrated technical and management solutions
•Ensure smooth transition from capture to proposal, supporting key content, reviews, and overall win alignment
•Manage pipeline, forecasting, and PWin reporting while contributing to long-term account growth and expansion

Skills and Requirements
•Bachelor's Degree & 12+ years of experience with federal capture and business development experience
•Someone with a proven relationship with the U.S. Treasury or IRS Programs / Demonstrated experience leading captures supporting IRS opportunities
•Demonstrated success winning large-scale federal contracts, generating $80M+ in awards over 4-5 years ($20M annually)
•Proven track record of winning large, complex federal contracts including IDIQs and task orders. •Advanced degree (MBA or related field)
•Direct experience supporting IRS modernization initiatives such as tax processing modernization, data analytics, cybersecurity, cloud transformation, or digital services.
•Experience with Treasury and IRS acquisition vehicles and governmentwide contract vehicles (GWACs).
•Knowledge of federal financial systems, data analytics platforms, and enterprise IT modernization programs.
•Professional certifications such as PMP, APMP, or Shipley training.
