General Description

The City of Rochester is seeking an experienced engineering leader to serve as its next City Engineer . Reporting to the Commissioner of Environmental Services, the City Engineer provides executive leadership for the Bureau of Architecture and Engineering and is responsible for planning, coordinating, and directing the City's engineering and architectural programs. The position manages multidisciplinary professional and technical staff and provides strategic oversight for the planning, design, construction, and maintenance of public infrastructure and capital improvement projects.

This is a unique opportunity to help shape Rochester's future by leading one of New York's most diverse municipal engineering portfolios. The successful candidate will help advance the Rochester 2034 Comprehensive Plan while overseeing projects that improve neighborhoods, transportation systems, public facilities, environmental resources, and other critical infrastructure throughout the city.

CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Typical Work Activities

The City Engineer is responsible for directing the activities of the Bureau of Architecture and Engineering and may perform work such as:

  • Plans, directs, and evaluates the activities of the Bureau of Architecture and Engineering.

  • Provides strategic leadership for engineering and architectural programs, policies, and long-range planning initiatives.

  • Oversees the planning, design, and construction of major municipal infrastructure and capital improvement projects.

  • Reviews and evaluates engineering plans, specifications, designs, estimates, contracts, reports, and related technical documents.

  • Develops recommendations regarding engineering operations, policies, and procedures.

  • Assists in the preparation and administration of the Bureau's operating and capital budgets.

  • Evaluates Bureau operations and implements improvements to increase efficiency and effectiveness.

  • Supervises, mentors, and evaluates multidisciplinary engineering, architectural, and technical staff.

  • Collaborates with City leadership, elected officials, consultants, regulatory agencies, community organizations, and residents on engineering initiatives.

  • Represents the Bureau on engineering, architectural, and public infrastructure matters.

Minimum Qualifications

Education and Experience

Either:

A. Master's degree in Civil Engineering and five (5) years of experience managing civil engineering projects, including three (3) years in a supervisory capacity;

OR

B. Bachelor's degree in Civil Engineering and six (6) years of experience managing civil engineering projects, including three (3) years in a supervisory capacity.

Special Requirements

  • Possession of a New York State Professional Engineer (PE) license, or the ability to obtain registration through reciprocity.

  • Possession of a valid New York State Class D Driver License.
