Lease Land Manager

You will serve as a Lease Land Manager with Bureau of Reclamation. Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Lease Land Manager. Duty Location: Klamath Falls, OR Qualifications: All qualifications must be met by the closing date of this announcement - 08/24/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: To qualify for this position at the GS-09 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: reviewing preparing and writing Lease advertisements, preparing lease contracts, assisting in the management of lands, assisting in the development of long-term land resource management plans and recreation management plans. You must include hours per week worked. -OR- Education: Successful completion of at least a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., directly related to duties performed by a Lease Land Manager. You must include transcripts. -OR- Combination of education and experience as listed above. To combine education and experience, first convert graduate education and experience to a percentage and then add the percentages. Only graduate education in excess of two (2) year may be used in this calculation. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts. To qualify for this position at the GS-11 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as experience administering agricultural lease management programs on Reclamation and Fish and Wildlife Service Lands, Implementing Soil and Moisture conservation practices, experience as a Contracting Offer's Representee (COR) and/or Grants Officer's Technical Representee (GOTR), preparing Lease contracts, developing annual Pesticide Use Proposals (PUPs), and conducting field inspections assessing pest threats and impacts on wildlife. You must include hours per week worked. -OR- Education: Successful completion of at least a PH.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., directly related to duties performed by a Lease Land Manager. You must include transcripts. -OR- Combination of education and experience as listed above. To combine education and experience as described above which when combined, totals at least one (1) full year. (Convert graduate education and experience to a percentage and then add the percentages. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Technical authority and program lead for the agricultural lease land management program across Reclamation and U.S. Fish and Wildlife Service (FWS) lands. Manages the full lifecycle of the annual Project crop report, including data collection, validation, and analysis. Provides strategic insights to leadership based on agricultural production trends and water use patterns. Lead Contracting Officer's Representative (COR) and/or Grants Officer's Technical Representative (GOTR) for contracts or financial assistance agreements relating to the Lands and Pesticide Management Programs Administers lease contracts by developing and negotiating lease terms, drafting and executing agreements and amendments, and ensuring compliance with legal, regulatory, and organizational requirements. Conducts independent field inspections to identify pest threats and assess ecological impacts. Conditions of Employment Must provide proof of U.S. citizenship. You are required to obtain and maintain a certification for ATV Operations. You are required to obtain and maintain a pesticide application or pest control advisor certification. As a condition of employment for accepting this position, you may be required to serve a 1 Year probationary period to evaluate your fitness and whether your continuation of employment advances the public interest. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.
