SUPERVISORY GENERAL ENGINEER/ARCHITECT

You will serve as a SUPERVISORY GENERAL ENGINEER/ARCHITECT in the PROJECT MANAGEMENT & ENGINEERING (RCN2) of NAVFAC ENGINEERING CMD MID-ATLANTIC. Selective Placement Factor (SPF): This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license or registration with your application package. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing project and design management leadership, training, and mentoring in the area of Project and Design Management; 2) Planning and leading meetings and conferences required for execution of projects; 3) Collaborating with other engineering and architectural disciplines to review and advise on the development of execution plans and timely completion of all phases of the work within available funds and authorized scope; 4) Providing consultative services on project management issues and the entire range of architectural and engineering activities for facilities construction; 5) Providing guidance of facilities acquisition, as well as project funding authority levels and sources, contract requirements, contract documents, proposal and bidding procedures. You will function as a specialist in the fields of design and engineering, serving as the point of contract for coordination of all assigned projects as DoD activities, under the cognizance of the Public Works Department (PWD). You will be responsible for the professional engineering and architectural expertise to produce construction contract documents through in-house capability, Architectural and Engineering contractor, or other contracting vehicles. You will be in "Responsible Charge" for all architectural and engineering work performed by subordinate architects, engineers, interior designers, project managers, planners, etc. You will lead design staff in performing project management roles for the project (scope, cost, and schedule) from preliminary design authorization to project closeout. You will ensure that projects are tracked using appropriate NAVFAC software tools, such as the ieFACMAN suite (eProjects), and that all project records are kept current including, as applicable, DD Form 1354 requirements. Education Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a bachelor's or higher degree in architecture. OR Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
