Supervisory Community Planner

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Chief of the Master Planning/Real Property Division and advisor to the Director of Directorate of Public Works (DPW) and the Garrison Commander on all issues pertaining to the Installation Real Property Master Plan (RPMP), Enhanced-Use Leases (EUL), and real property. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Supervisory Community Planner: A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1. Directing and/or accomplish work that involves Master Planning/Real Property (any of the following: space planning; community planning; leasing; mobilization; master planning; the planning, programming, and budgeting system; ranges; realignment and re­ stationing and consolidation actions; RDF; force structure; force modernization; and real property assets.) 2) Providing advice and assistance on such matters as facilities engineering, work management/coordination, planning, programming, review, analyses, and scheduling for recurring and long range/phases projects. 3) Participating in conferences, meetings, hearings, or presentations involving planning or real estate actions 4) Negotiating various real estate activity/actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Serve as the Master Planning/Real Property Division Chief for the Directorate of Public Works at Aberdeen Proving Ground (APG). Office serves a vital role in the Army mission providing planning and real property lifecycle management at a diverse installation responsible for critical research, development, testing, and evaluation for the entire Army and Department of War. Advisor to the Director of Public Works and the Garrison Commander on all issues pertaining to the Installation Real Property Master Plan, Enhanced-Use Leases, real property and accountability. Provide technical and administrative oversight of a staff of senior, junior, and contract personnel. Security clearance required: Secret
