ATSG is actively seeking candidates for a potential upcoming contract. This position is contingent upon award, and hiring decisions will be finalized once the contract is granted.

Position DescriptionATSG is presently identifying candidates for an AI Assessment Social Scientist / AI Technical Advisor position to support The Bureau of International Narcotics and Law Enforcement Affairs (INL) at U.S. Embassy Bridgetown.This effort manages a suite of interconnected advisory programs that have measurably strengthened the Eastern Caribbean’s capacity to detect, investigate, and prosecute illicit threats. Implemented through the Regional Security System (RSS) and the CARICOM Implementation Agency for Crime and Security (IMPACS), these initiatives have delivered tangible gains in intelligence sharing, interdiction outcomes, and judicial follow-through across multiple jurisdictions.

Duties and Responsibilities

  • Provide interdisciplinary evaluation and advisory support to assess the feasibility, risks, and policy implications of applying artificial intelligence (AI) and data analytics tools across IMPACS and RSS systems.

  • The consultant will not develop or deploy AI technologies but will evaluate institutional readiness, legal frameworks, and operational impact pathways to guide future responsible adoption.

  • Conduct comprehensive assessments of partner institutions’ readiness to adopt AI and machine-learning tools in areas such as border screening, digital forensics, and financial-crime analytics.

  • Identify policy, legal, and ethical considerations associated with AI deployment, including privacy, data protection, and evidentiary implications.

  • Develop a phased AI Integration Roadmap recommending governance structures, training needs, and risk-mitigation controls.

  • Deliver written reports and briefings to INL Bridgetown, CARICOM IMPACS, and RSS leadership summarizing findings, opportunities, and limitations.

  • Facilitate workshops introducing responsible-AI and data-ethics principles to regional decision-makers.

Minimum Qualifications

  • U.S. Citizen

  • Master’s degree or higher in social science, public policy, international affairs, data analytics, or a related field.

  • Secret Security Clearance

  • Experience conducting impact evaluations or applied research in governance, law enforcement, or international development contexts (e.g., UN, U.S. Government, or NGO settings).

  • Proven ability to design and apply mixed-methods methodologies (quantitative, qualitative, and field-based data collection).

  • Demonstrated background evaluating programs involving technology adoption, data systems, or institutional change management -especially in security and foreign policy sectors.

  • Ability to translate between policy, technical, and social-scientific domains; interpret how AI and data systems affect governance, oversight, and security outcomes.

  • Experience integrating privacy and legal-safeguard perspectives into technology assessments.

  • Knowledge of responsible AI frameworks, data-protection standards, and institutional-readiness assessment models.

  • Skilled at preparing impact reports, policy briefs, and technical memos for senior government and multilateral audiences.

  • Proven ability to lead consultations, conduct stakeholder interviews, and synthesize complex findings into actionable recommendations.

  • Comfortable handling sensitive or law-enforcement-related data under strict confidentiality protocols.
