Position Summary
The Lincoln County Tax and Treasurer's Office is looking for a Tax Clerk 2, Personal Property Deputy to join their team to assist our community by performing a variety of complex administrative duties associated with tax collections, recording and legal procedures including balancing and maintaining tax department records with accuracy and detail. This position is also responsible for maintaining high level cash accounting functions including posting of all types of property tax payments, collection of personal property taxes; issuing notices and warrants based on Oregon Statutes. Becoming proficient with property tax software.
$28.29 per hour*

Essential Functions/Major Responsibilities
Post tax payments manual and electronic / Research:
-
Payment processing and posting with accuracy and attention to detail. Core function during tax season.

Process trimester notices.
-
Cross train and provide backup to the Property Tax Deputy.
Assist the public with requests and general information verbally or electronically:
-
Assist the public with tax inquiries and research.
-
Process and research returned mail. Flag accounts.
-
Process archive digitization.
-
Other duties as assigned.
Bankruptcies:
-
File bankruptcy accounts when notified by the Courts or other sources.
-
Process proof of claim with Courts.
-
Communicate with Trustee and apply payments, flag accounts.
Garnishments:
-
Prepare documents with required information to garnish personal property accounts, following State protocol.
-
Communicate with employers and outside agencies to gather required information to file on Taxpayer.
Collections:
-
Research personal property and other property tax accounts with property taxes due.
-
Process electronic, mail and counter payments.
-
Set up and process personal property collection accounts.
-
Prepare personal property uncollectible report for Lincoln County write offs.
Warrants:
-
Research personal property tax accounts after trimester due date and warrant if applicable.
-
Process notice of intent to warrant, flag accounts, and research payment history.
-
Record and release lien related to tax warrants.
-
File Uniform Commercial Code records with the State of Oregon.
Typical Qualifications
EDUCATION
Associates and/or Professional Certification in Accounting.
EXPERIENCE
Four-Five years in accounting, general business, and office procedures.
Licenses: Oregon Driver's License required within 30 days of hire.
Desirable Qualifications: Knowledge of Oregon Property Taxes.
Knowledge of/Ability to:

Accounting and cash handling.

Oregon Administrative Rules and Statutes.

ORS Chapter 311, Revenue and taxation, collection of property taxes and compliance.

Perform specified task with accuracy, compliance, and attention to details.

Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. Other fully paid benefits include life, AD&D, long-term disability insurance. Other optional insurances are available. A 401K retirement plan is also provided. The County's current contribution rate is 11%.
Regular and Trial Service employees working between 20 - 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
