Overview

Our client is seeking a Quality Control Manager (QCM) to support a federal healthcare construction project at the Naval Medical Center in Portsmouth, VA. This role will focus heavily on MEP quality control, submittal management, and ensuring compliance with USACE and federal construction requirements.

The team is open to hiring at either the Manager level or a more junior/associate level, depending on experience. This individual will work closely with project leadership and serve as a key contributor to the quality assurance and compliance process throughout the project lifecycle.

Key Responsibilities

 • Implement and manage quality control (QC) processes in accordance with US Government contract requirements

 • Review subcontractor submittals, route to the Designer of Record (DOR), and manage approvals through RMS

 • Maintain and track the submittal register

 • Conduct MEP inspections across all phases of construction

 • Ensure compliance with RFPs, specifications, drawings, and federal standards

 • Perform inspections of incoming materials, in-progress work, and completed installations

 • Analyze quality issues, identify root causes, and implement corrective actions

 • Coordinate with field teams, subcontractors, and leadership to resolve quality concerns

 • Train project staff on QC processes and maintain documentation

 • Support or operate as the primary QCM on-site, depending on experience level

Skills and Requirements

Must have 5 years' experience and proficiency with USACE's RMS Resident Management System

Must have 5 years' experience working in healthcare facilities similar to Hospitals / Clinics / Dental clinics Sterile processing and or laboratory clean room. With strong knowledge of ASHE ICRA requirements

Experience in preparing and enforcing quality management programs (QMS) on contracts of similar size, scope and complexity. At least $35 million in contract value.

Experience working on DHA or USACE projects in active military medical facilities. • Experience in healthcare construction environments (hospitals, clinics, medical facilities)

 • OSHA 10 certification
