About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Ft. Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT. This position is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by applying advanced analytical methods to conduct multi-phase assessments that inform senior leadership decisions on strategic planning, resource allocation, and program requirements; developing and refining analytical study plans and methodologies to evaluate cyberspace capabilities, identify operational gaps, and recommend courses of action in support of strategic objectives; and providing technical guidance to a team of analysts on complex studies, ensuring analytical rigor and the defensibility of results presented to senior leaders. AND Meet Basic Education Requirement: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Leads Branch personnel in developing and executing end to end project plans for strategic assessments that inform USCYBERCOM’s senior leadership. Collaborates with the Division Chief and J8 leadership to structure a comprehensive program of operations research analyses supporting strategic decision making. Leads project teams in converting strategic assessment results into the formal products required by DoW program planning processes. Interprets high level strategic guidance from senior national and DoW authorities and translates it into feasible analytical tasks, assessment questions, and long range study plans. Oversees supplemental analyses required to support budget validation, spend plan optimization, and programmatic advocacy across the Future Years Defense Program (FYDP).
