Full job description

Description We are looking for an experienced Payroll Manager to lead payroll operations for a high-volume, multi-state workforce. This role is well suited to an individual who can balance day-to-day payroll execution with strict compliance requirements tied to prevailing wage and certified payroll obligations. The ideal candidate brings construction industry knowledge, sound judgment, and the ability to collaborate across finance, HR, and project teams to keep payroll accurate, timely, and fully compliant.

Responsibilities:

  • Lead the end-to-end administration of weekly payroll for non-union employees working across multiple states, ensuring each cycle is completed accurately and on schedule.

  • Calculate and validate earnings and deductions, including standard pay, overtime, prevailing wage adjustments, per diem amounts, garnishments, taxes, and employer benefit contributions.

  • Maintain payroll records and employee information in payroll platforms, updating status changes such as hires, separations, compensation adjustments, direct deposit details, and tax elections.

  • Perform detailed payroll audits before final submission and funding, resolving discrepancies to support accurate processing through payroll systems.

  • Prepare and submit certified payroll documentation for public sector and prevailing wage projects, using internal systems to meet reporting deadlines and contract requirements.

  • Track changes to wage determinations, fringe benefits, and labor classifications, and apply updates to payroll practices throughout the year.

  • Partner with project leadership, accounting personnel, and field teams to investigate and resolve payroll questions, labor compliance matters, and reporting issues.

  • Reconcile payroll-related ledger activity and benefit reporting, and generate payroll analysis for leadership, finance, and external agencies as needed.

  • Oversee payroll tax compliance by supporting timely filings and adherence to federal, state, and local payroll regulations. Requirements

  • At least 5 years of payroll experience, including ownership of full-cycle payroll processing in a high-volume environment.

  • Construction industry experience or prevailing wadges experience

  • Hands-on experience managing payroll for employees working in multiple states.

  • Strong understanding of certified payroll reporting, prevailing wage requirements, and labor compliance standards.

  • Background in the construction industry or in organizations supporting public works, state-funded, or federally funded projects.

  • Proficiency with payroll systems such as ADP Workforce Now or Paychex, along with strong Microsoft Excel skills.

  • Ability to handle confidential employee and compensation information with discretion and professionalism.

  • Excellent organizational skills, strong attention to detail, and the ability to meet deadlines in a fast-paced office setting.
