SUPPLY MANAGEMENT SPECIALIST (TITLE 32)

Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2570000 and is part of the AR ANG 189 MAI GP, National Guard. NATIONAL GUARD MEMBERSHIP IS REQURED- If you are not currently a member of any military service (Branch/Status), please provide a letter stating intent to join.

Duties

1. Manages the authorization, requisition, receipt, maintenance, storage, handling, delivering and disposal of non-nuclear munitions. Develops, implements, operates, and analyzes munitions accounts including, but not limited to, inventory control, inspection, and item accounting. Implements management controls for allocations, stock levels, forecasting, and inventory management. Ensures unit members are fully trained and prepared for exercises and contingency deployments. 2. Serves as the installation and other supported location(s) focal point for all munitions matters and inquiries concerning recommendations, development, and publication of policy and procedural changes. As a technical advisor for maintenance, operations, and installation level logistics of munitions, determines munitions compatibility and explosive limits by utilizing the master storage plan, taking into account special requirements, in order to provide proper physical storage to the maximum capacity. Coordinates with various work centers to ensure the safe transport of munitions items to support mission requirements and advises supervisor and command chain on the status and the availability of assets for build-up/aircraft support, training, time change, and mobilization supportability requirements. 3. Develops a formal check list with elements of new or revised procedures involving workflows, actual work to be accomplished, and organizations involved, for the Munitions Flight for the inspection program. Applies principles of accountability in verification of aspects of the self-inspection program (i.e. All ANG A-10, F-15, F-16, Rescue Units, RPA, and Heavy Aircraft). Ensures munitions activities operate in accordance with all federal, state, and local munitions and supply regulations and mandates. Enforce munitions accountability discipline to conserve, protect, and maintain available munitions resources. Executes the role of the Munitions War Reserve Materiel Manager at the installation level; identify projected shipments/receipts of munitions in support of the base OPLAN. Compiles quantitative data and prepares reports on program effectiveness, trend analysis and projected workloads. Prepares documentation, deviation requests, reports for data calls, and channels to command munitions staff and responsible safety offices for review or action. Analyzes munition management data to determine the effectiveness of munitions support, resources, and requirements. Conducts research and prepares materiel and quality deficiency report submissions, tracks product improvement actions/initiatives. Analyzes reports and provides suitable recommendations to correct negative findings and/or training deficiencies by inventorying, documenting, and investigating through multiple methods to achieve required resolution. Works with quality assurance by reviewing technical data and time compliance technical orders for completeness, accuracy, and applicability. Reviews work operations for compliance with policies to identify improvements and analyze operational reports, plans and work schedules to anticipate problems and to pinpoint causes of deficiencies. 4. May participate in Wing Inspection Teams to evaluate unit munitions maintenance and management procedures including locally developed forms, publications, operating instructions, and checklists for content, accuracy, intent, and necessity. Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform. Military Grades: Enlisted Minimum Military Grade: E-1/Amn Maximum Military Grade: E-7/MSgt Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply functions, cataloging, maintenance, and disposal procedures. Experience in cost estimates, budgets, or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Experience requiring person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.

Your qualifications will be evaluated on the above general and specialized experience, to include following competencies- knowledge, skills, abilities (KSAs): Position requires comprehensive knowledge of the DoD, Air Force, and Air National Guard regulations, instructions, and policies pertaining to the disposition, storage and accounting of munitions such as AFI 21-101, AFMAN21-200, AFMAN 21-201, AFI 21-204 etc. In-depth knowledge of munition supply and knowledge of supply program relationships, policies, principles, procedures and regulations to monitor and resolve difficult problems related to automated supply systems. Ability to analyze and evaluate the effectiveness and efficiency of associated programs. Knowledge and skill in applying analytical and evaluative methods and techniques in order to achieve program objectives; schedule runs and validate output; research and resolve error situations and system problems from system, supply management and user standpoints; analyze system change packages for impact; and conduct studies and make recommendations for system improvements. Knowledge of the organization and functions of supply as related to stock record accounting, distribution and storage management in order to coordinate activities and identify possible problems in document and work flow to and from stockpiles. Sufficient knowledge of technical computer matters as related to the specific automated programs for which responsible in order to understand terminology, identify hardware and software requirements and problems and collaborate with system proponents at other sites. Knowledge of regulatory requirements concerning inventory processes in order to verify munitions counts, perform extensive research to identify and resolve discrepancies and to upload inventory data into the automated supply system. Ability to communicate effectively to provide technical advice, guidance and assistance to supported customers. Other Information
