This role is contingent upon a contract award.

ICF is seeking an experienced Project Manager / PMO Lead to support delivery of a complex federal technology and data services program. Reporting to the Program Manager, this role is responsible for day-to-day program management operations — including schedule, staffing coordination, risk tracking, governance support, deliverable quality, and cross-functional coordination across engineering, product, data, cybersecurity, and service operations workstreams.

The ideal candidate brings disciplined PMO execution experience in federal IT environments, with the ability to maintain program visibility, drive accountability, and operate with minimal direction in a fast-paced environment with evolving priorities and multiple technical workstreams.

Job Location: This is a hybrid position based in the Washington, DC Metro area. Occasional onsite client work is required.

This position requires that the job be performed in the United States. If you accept this position, you should note that ICF does monitor employee work locations and blocks access from foreign locations/foreign IP addresses and also prohibits personal VPN connections.

What You’ll Be Doing

  • Support the Program Manager in day-to-day task order execution, including schedule management, staffing coordination, risk and issue tracking, and deliverable oversight.

  • Maintain a task order-level view of progress, risks, dependencies, and resource utilization across all task areas and teams.

  • Coordinate with technical leads across engineering, product, data, cybersecurity, and service operations to track commitments, flag delays, and ensure alignment with contractual requirements and client priorities.

  • Prepare and maintain program governance materials, including portfolio reviews, monthly status reviews, quarterly program management reviews, and real-time dashboards.

  • Support governance forums by preparing concise, decision-focused briefing materials and tracking decisions, actions, and follow-ups.

  • Manage risk, issue, action item, and decision logs to ensure timely escalation, resolution, and follow-through.

  • Apply ITIL-based service management and federal IT best practices, integrating the client’s Risk Management Framework and relevant federal standards across the service lifecycle.

  • Support IV&V coordination, including access to required documentation, environments, technical artifacts, and schedules, and track remediation of IV&V findings.

  • Support transition planning, onboarding, staffing readiness, and knowledge transfer activities.

  • Drive continuous improvement using performance metrics, stakeholder feedback, lessons learned, and operational trend analysis.

  • Apply data analytics and visualization to support program reporting and operational decision-making.

Minimum Requirements

  • Bachelor’s degree or equivalent

  • 10+ years of experience in program or project management supporting federal technology, digital services, data, cybersecurity, or enterprise IT programs

  • Active Project Management Professional (PMP) certification

  • ITIL Foundation certification or equivalent

  • U.S. Citizenship required due to federal contract requirements

  • Ability to obtain and maintain a Public Trust background investigation

  • Candidate must reside in the US, be authorized to work in the US, and work must be performed in the US

Preferred Qualifications

  • Experience supporting federal research, science, or innovation-focused agency environments

  • Experience with federal IT programs in HHS, NIH, FDA, CMS, CDC, or other health-focused agencies

  • Experience supporting programs involving cloud modernization, SaaS, Zero Trust, DevSecOps, cybersecurity, data, or AI-enabled capabilities

  • Familiarity with RMF, ATO, FISMA, NIST 800-53, or continuous monitoring requirements

  • Experience using data-driven program management approaches, including dashboards and real-time performance tracking

  • Experience coordinating with IV&V teams, security assessors, or external oversight stakeholders

  • Relevant certifications (e.g., Agile, SAFe, Scrum, FAC-P/PM, cloud, security, data)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$118,807.00 - $201,971.00
