MTC is hiring a Substance Abuse Specialist. The Substance Abuse Specialist works with new students during the 45‑day probation period to conduct testing, assessment, and develop assistance and retention plans for those who test positive for drugs or have an alcohol incident. The specialist conducts TEAP classes, group educational, peer support and prevention sessions, reviews contractual compliance, prepares reports, assesses substance‑use problems, provides referrals, collaborates with counselors and mental‑health staff, interprets drug test results, documents assessments, trains staff, and develops community resource linkages.

Important skills include Basic Counseling Skills, Group Counseling Skills, A&D Pharmacology, HIV/AIDS Risk Assessment Reduction, Counseling Ethics, and Clinical Evaluation. Preferred (not required): Testing, Assessment, Intervention Planning, and TEAP Classes.

Full job description

Wage - $31.22 per hour, dependent on credentials and experience

Schedule – Part Time, 20 hours a week, Monday – Friday

Brief Job Description:

  1. Work with new students for testing, assessment and development of assistance and retention plans during the 45 day probation period; provide an assessment and assistance/intervention plan for any student who tests positive for drugs or receives an alcohol incident.

  2. Conduct TEAP classes, group educational, peer support and other prevention sessions for students.

  3. Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services to student. Prepare related reports.

  4. Assess students with identified substance use problems; develop and implement a plan to modify or control the problems by working with students, counselors, instructors and the mental health consultant.

  5. Provide input to the counseling, health and wellness and human resources departments for necessary referral of students with TEAP problems; utilize community resources as available.

  6. Work with mental health consultants, health and wellness staff and counselors to intervene with substance users who meet the treatment criteria to remain in Job Corps.

  7. Review and interpret drug test results.

  8. Ensure the documentation of all student assessments and that plans are in student’s medical records regarding TEAP problems.

  9. Provide ongoing comprehensive training for all staff members with specific goals toward staff education and awareness, staff skills in identification and reporting substance use problems, individual staff member counseling skills and general team building throughout the center.

  10. Develop linkages with community resources for TEAP services.

Education and Experience Requirements:

  1. Unrestricted Oregon license/certification as an independent drug and alcohol counselor.

  2. Must have at least 15 college credits in addictions education to include basic counseling skills, group counseling skills, A&D pharmacology, HIV/AIDS risk assessment reduction, counseling ethics, and clinical evaluation.

  3. Valid driver's license with acceptable driving record.
