Intermediate Care Technician

Emergency Department (ED) Intermediate Care Technician (ICT) is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA). This position serves as an advanced technician for the ED for patients who are present for treatment. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2026. GS-07 grade level: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. You MUST possess at least one year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of Intermediate Care Technician position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 grade level in the Federal Service. Qualifying specialized experience includes: Collection/documentation gathers/documents essential and accurate information about patients such as medical history, vital signs, chief complaints, allergies, pertinent health problems, current medications. Recognizes signs of medical emergencies applies knowledge of basic first-aid principles in responding to emergency situations. Knowledge of emergency medical methods, such as first aid, rescue techniques, and threat assessments. Performs emergency medicine techniques to determine, based on the diagnosis of the patient, the approach or combination of approaches that will most effectively sustain patient's life. Knowledge of the direct patient care techniques, including activities of daily living (ADL's) ambulating patients, infection control, and emergency response; uses appropriate safety precautions. Knowledge of how to perform one's job. Refers to specialized knowledge that is acquired through formal training or extensive on-the-job experience. - OR - SUBSTITUTION OF EDUCATION FOR EXPERIENCE: successfully completed one (1) year of graduate education or internship directly related to the position at the next lower grade level. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Recurring duties may be performed in a continuous, uninterrupted manner, or at recurring intervals. The work involves extended periods of heavy moving and lifting of patients. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients. Working Conditions: Employees may be exposed to infection and contagious diseases requiring the use of universal precautions. As part of the Rapid Response Team the incumbent may be exposed to all types of weather conditions, and face risks and discomforts at the scene of accidents, to include the possibility of noxious fumes and dangerous substances, requiring the employee to comply with special safety and health precautions and/or to use protective gear. Assists in behavioral and psychiatric emergencies, including crisis intervention and one to one observation of aggressive or suicidal patients using PMDB techniques. Uses approved ED communication techniques such as active listening, restating, and mirroring to complete questionnaires and templates. Maintains a safe, therapeutic environment that supports patient dignity under licensed personnel supervision. Supports ED staff in caring for patients in complex or life-threatening conditions, including setting up equipment and passing instruments for cardioversions, thoracostomy tube insertion, and mechanical ventilation. Recognizes life threatening situations and responds according to national/local protocols; initiates CPR (BLS) and AED use when trained and certified. Assists with airway management using BVM, oral/nasal airways, and verifies advanced airway placement with tools like pulse oximetry and capnography. Operates specialized medical equipment (defibrillators, ECGs, oxygen devices) and monitors patient condition, reporting changes to licensed staff. Responds to facility wide medical emergencies as part of the Rapid Response Team, Code Blue, or transport team; implements emergency care per protocol. Works with team members to assess patient condition, including checking for medical alert symbols and medications; maintains required life support certifications. Assists in triage by transporting patients, obtaining vitals, performing screenings, collecting health/medication history, and communicating findings to clinical staff. May serve as a clinical greeter, monitoring patients in the waiting area and notifying the triage RN of condition changes. Conducts or assists with CPR and advanced emergency care training when qualified; may support health programs, screenings, stand downs, and immunization activities. Performs other duties as assigned.
