Position Overview:

The Program Manager - Analytics provides integrated program management and data analytics leadership in support of complex healthcare programs and initiatives. This role is responsible for overseeing program planning, execution, performance, and delivery while leveraging data and analytics to inform strategic decision-making. The position leads cross-functional activities, manages program risks and priorities, oversees the analysis and interpretation of complex healthcare data, and translates analytical findings into actionable recommendations for program leadership. Working closely with federal stakeholders, technical teams, and program personnel, this position ensures that program execution and analytical activities remain aligned with organizational objectives, performance goals, and mission priorities.

Key Responsibilities:

  • Lead the planning, initiation, execution, management, monitoring, and closeout of complex programs and initiatives supporting an integrated healthcare environment, ensuring alignment with program goals, contractual requirements, and organizational priorities.
  • Provide strategic oversight of program plans, schedules, milestones, deliverables, risks, dependencies, resources, and performance objectives, proactively identifying and addressing issues that may impact successful delivery.
  • Lead the collection, management, integration, and analysis of complex healthcare, operational, and programmatic data, ensuring data quality, integrity, and reliability throughout the analytical lifecycle.
  • Oversee the use of analytical methods, statistical techniques, and data models to identify trends, patterns, risks, and other information that supports program decision-making.
  • Develop and oversee performance measures, dashboards, reports, visualizations, and analytical products that clearly communicate program performance, outcomes, and emerging trends to leadership and key stakeholders.
  • Translate data and analytical findings into recommendations that support program planning, process improvement, risk management, and operational decision-making.
  • Lead multidisciplinary teams and work directly with government stakeholders, program leadership, and technical teams to ensure program and analytics activities support established goals and priorities.

Required Qualifications:

  • Master’s degree in Business Administration, Healthcare Administration, Public Administration, Data Analytics, Data Science, Information Systems, Health Informatics, Statistics, Management, or a related field.
  • Minimum of 10 years of progressively responsible program management experience, including leadership of complex programs, projects, or workstreams within government contracting, healthcare, or similarly complex environments.
  • Minimum of 8 years of experience in data management and analytics, including oversight or execution of data analysis, reporting, performance measurement, data quality, and development of actionable insights to support operational and strategic decision-making.
  • Possess a Project Management Professional (PMP) certification or similar in quality with a minimum of six years’ experience supporting a large corporation or government agency.
  • Experience working directly with federal government clients, including engagement with government stakeholders, program leadership, and cross-functional teams in support of federal programs and initiatives.
  • In-depth knowledge of VHA data systems, repositories, and files, including but not limited to the Corporate Data Warehouse (CDW), VistA, VSSC, RAMP, PTF/MedSAS, MCA, PCMM, NPCD, and VETSNET, as well as an understanding of how these data sources support healthcare analytics, reporting, and program decision-making.

Preferred Qualifications:

  • Experience leading large-scale data and analytics initiatives within VHA or another federal healthcare environment.
  • Experience developing analytical models and performance measures used to evaluate healthcare operations and program performance.
  • Advanced experience with data visualization, business intelligence, and analytical tools, including development of executive-level dashboards and reports.
  • Experience presenting program and analytical findings to senior government and executive leadership.
  • Experience supporting healthcare transformation, performance improvement, or modernization efforts within the federal government.
