Northrop Grumman Mission Systems Sector, headquartered in Linthicum, MD, is seeking a Antenna/RF Electronics Engineer Manager 2 for the Operations Engineering & Product Development Labs team. This role will be based in Sykesville, MD.

Position : Antenna Test Engineering Dual-Role Functional Manager (M2).

This is a 100% onsite position; telecommuting is not available. Travel to the BWI Linthicum Site may be required.

The Dual-Role Manager will be responsible for both managing the group and performing individual technical work across multiple programs and capital projects.

Functional Management Responsibilities:

  • Supervise a team of approximately 10 engineers specializing in test software and hardware development across multiple programs, including antenna test equipment design, hardware integration, engineering and production software development, and antenna test production support.

  • Conduct annual goal setting and performance evaluations for team members.

  • Enable skill development and support the career growth of the team.

  • Monitor compliance with department processes and company values.

  • Provide strong team leadership, foster engagement, and approve weekly time charging.

  • Collaborate with program business areas to coordinate staffing and other program support activities (such as proposal reviews, customer meetings, capital planning, and NCTA planning).

  • Manage a team that operates across multiple work shifts, including 1st, 2nd, and weekend shifts. While this is a 1st shift position, the manager is expected to spend an appropriate amount of time with team members on all shifts.

  • Define, maintain, and champion standard processes, tools, and best practices for antenna test software and hardware development across programs and shifts.

  • Serve as the primary functional interface to other engineering organizations (Systems, Hardware, Manufacturing, Quality, IPT leadership) to align priorities and resolve cross-functional issues impacting test.

  • Promote a strong safety, quality, and compliance culture within the team, ensuring adherence to applicable procedures, configuration management, and other requirements.

Individual Contributor Responsibilities:

  • Provide project management for program or capital-funded projects, including:

  • Oversight of project execution and deliverables

  • Manpower management

  • Technical direction and guidance to project teams

  • Lead the team in the design, implementation, testing, and delivery of test software solutions to support engineering and production test activities.

  • Own and manage project budgets, schedules, and Integrated Master Schedule (IMS) reporting for the team's test engineering projects.

  • Coordinate project activities with Integrated Product Team (IPT) leads, design architects, and product owners.

  • Identify and implement solutions for improving existing systems and processes related to tracking or managing Antenna Test Engineering work.

  • Support bids and proposals by developing test scope, cost and schedule estimates, and providing technical inputs to basis-of-estimate (BOE) documentation.

  • Serve as a technical authority for antenna test systems, organizing Root Cause and Corrective Action (RCCA) for test escapes, equipment/instrumentation issues, and test software defects.

  • Plan, execute, and document verification and validation (V&V) activities for existing engineering-run antenna test configurations and procedures to ensure they are robust, repeatable, and ready for transition to production use.

Basic Qualifications:

  • Bachelor’s Degree or higher in Electrical Engineering, Systems Engineering, Software Engineering, Computer Engineering, or another related technical discipline

  • 8+ years of relevant experience or (6 years with an MS degree)

  • Experience in leading/managing tasks, projects, and people

  • Excellent communication and organizational skills

  • Strong team leadership experience

  • Experience with software development and software/hardware integration

  • Ability to support 1st, 2nd, and weekend shift engineering teams

  • Current active Secret Clearance with the ability to obtain and maintain a Special Access Program (SAP) clearance

Preferred Qualifications:

  • Previous antenna design or test experience·

  • Experience as a functional manager, program manager, IPT lead, or other significant leadership role that included people and technical leadership as well as project cost and schedule responsibilities·

  • Experience designing and building test equipment·

  • Experience designing and managing test facilities, and working with facilities engineering and facility design teams·

  • Experience developing antenna test software and data analysis tools·

  • Current Special Access Program (SAP) clearance·

  • Familiarity with the Verification and Validation (V&V) process to transition engineering-run tests to formal production

MPR#

Primary Level Salary Range: $153,800.00 - $230,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
