About the project
ASPIRE is PATH’s flagship youth mental health initiative in Karnataka, focused on improving mental health outcomes among adolescents and young people aged 15–24 years. Implemented in Chikkaballapura district, ASPIRE strengthens mental health literacy, self-care, help-seeking, early identification, access to care, and continuity of mental health services through primary healthcare systems, schools, and community-based platforms, while leveraging digital tools and peer-led approaches.
About the position
PATH is looking for a State Technical Support Officer to support state-level coordination and implementation of the ASPIRE project in Karnataka. Based in Arogya Soudha, Bengaluru , the officer will work closely with the Department of Health and Family Welfare, Government of Karnataka, to strengthen youth mental health integration within primary healthcare and community systems. The position will provide technical and coordination support to the Government of Karnataka while facilitating implementation across districts, with a particular focus on Chikkaballapur.
The ideal candidate will be a Kannada-proficient public health professional with experience working with government systems in Karnataka, strong interpersonal skills, and the ability to build effective partnerships with state, district, and development partners. Experience working in mental health, primary healthcare, or adolescent and youth health programmes is highly desirable.
The required skills include supporting the integration of youth mental health within government systems, programme planning, implementation, coordination, documentation, and liaison with state and district health administration.
Responsibilities:
- Support the Department of Health and Family Welfare, Government of Karnataka, in planning, coordination, and implementation of youth mental health initiatives under the ASPIRE project.
- Serve as PATH's technical liaison with the State Mental Health Cell and coordinate with state, district, and programme stakeholders to facilitate implementation, review meetings, and follow-up of action points.
- Facilitate technical consultations, capacity building, supportive supervision, and implementation reviews for government officials, primary healthcare providers, and other stakeholders.
- Strengthen partnerships and convergence across Health, Education, Youth Empowerment, Women and Child Development, Panchayati Raj, academic institutions, and development partners to support youth mental health initiatives.
- Document programme implementation, prepare technical reports, presentations, policy briefs, and donor updates, while supporting proposal development and identification of new opportunities in Karnataka.
- Undertake regular travel within Karnataka to support government coordination, field implementation, stakeholder engagement, and other responsibilities assigned by the Program Lead.
Required experience and qualifications:
- Advanced degree in Public Health, Social Work, Psychology, Community Health, Rural Development, or a related discipline with 3–5 years' experience in implementation of public health programmes within government systems.
- Experience working with state and district government departments in Karnataka, preferably in health, adolescent health, mental health, or primary healthcare programmes.
- Technical knowledge and field experience in primary healthcare, health systems strengthening, and public health programmes in Karnataka.
- Familiarity with the Indian public health system, Ayushman Bharat Health & Wellness Centres, National Mental Health Programme, Tele-MANAS, and relevant government policies related to mental health and adolescent health.
- Experience coordinating with multiple stakeholders including government, academic institutions, and development partners.
- Excellent written and verbal communication skills in Kannada and English.
Skills / Abilities:
- Proven ability to build strong relationships and work effectively with government officials, development partners, academic institutions, and multidisciplinary teams.
- Ability to manage multiple priorities, coordinate across stakeholders, and deliver high-quality outputs within tight timelines.
- Good domain knowledge of youth mental health, and excellent analytical, communication, presentation, facilitation, and technical report-writing skills.
- Strong problem-solving, stakeholder engagement, and programme coordination abilities.
- Proficiency with MS Office applications, especially MS Word, MS Excel, and MS PowerPoint.
- Fluency in Kannada and English; knowledge of Hindi is desirable.
- This position is based in Bengaluru, India.
Must have legal authorization to work in India.
