Full job description
This position is located in the Bureau of Consular Affairs, Visa Services Directorate, Information Management and Liaison Staff (CA/VO/I). The mission of VO/I includes: Visa Systems Development, working with the office of Consular Systems and Technology (CA/CST) to design and deploy new releases of all visa-related applications. Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Experience applying federal policies, laws, and regulations that govern visa processing. Experience leading a team responsible for development and maintenance of IT products, such as a product owner, project manager, or specialist. Experience interacting and communicating with both end users/clients and developers of IT products. Experience prioritizing tasks and projects in accordance with mission priorities when resources are constrained. Serves as a policy and foreign affairs advisor to the Bureau of Consular Affairs on issues relating to the use of biometrics in the border security process, exit-entry processing, border management, travel documentation and travel facilitation Coordinates and takes the lead in developing intra- and interagency positions and deliverable written products for policy fora and international conferences and working groups. Analyze foreign affairs, technology and domestic issues and recommend policy positions to be adopted by the Assistant Secretary and other US Government principals on issues relating to the use of biometrics in the border security process. Represents policy positions in interagency and international meetings, and is responsible for advocating Consular Affairs policies. Security clearance required: Top Secret
