This position for The Defense Information Systems Agency is at Fort Meade, Maryland . **This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience managing a portfolio of complex support agreements and ensuring compliance with organizational and overarching government regulations; conducting in-depth financial analysis to develop cost estimates, pricing/billing models, and financial forecasts; OR Experience leading collaborative initiatives with internal and external stakeholders to achieve strategic objectives, resolve complex issues, or implement new processes. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Advises SES/Flag Officers on support agreements and DWCF pricing/billing policies, methods and procedures. Chairs senior working groups and steers agency vision, translating strategic mandates into sustainable financial roadmaps. Leads Agency support agreements and policies. Negotiates/approves complex enterprise MOAs, MOUs, and SLAs with DoD/Federal partners. Serves as an authority to resolve high-stakes disputes, protecting the mission legally and financially. Oversees DWCF letter estimates, coordinating with DISA programs and Mission Partners. Defends strategic estimates before MILDEPs and DAFAs to secure future-year resource allocations within customer portfolios. Directs resource management financial strategy and execution. Oversees BAN allocations, and revenue collection across customer portfolios. Resolves escalated billing disputes and leverages financial data for executive decisions. Supervises geographically dispersed staff. Directs administrative/technical actions, performance, hiring, and training. Enforces internal controls and regulatory standards. Security clearance required: Sensitive Compartmented Information
