About the Position: Serves as Information Systems Management Specialist under the supervision of the Chief, Business Management Branch. Manages the identification and development of the resource requirements for the Information Technology (IT) program to support long range planning. Responsible for analyzing and formulating program requirements in support of multi-service information technology projects/programs involving joint service and DoD responsibilities at worldwide locations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Financial Management Information Resources Strategy and Planning Leadership Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Collect, review, and analyze IT Program requirements from program managers to develop, plan and execute all phases of the budget life cycle. Including POM, PB, and BES submissions while ensuring compliance with IT architecture standards and providing ongoing financial reporting and oversight to keep projects with approved funding. Prepare, monitor, justify and defend the budget, acquisition schedule, and milestone portions of programs. Review and analyze IT requirements and develops procedures for managing program budgets throughout their entire life cycle. Responsible for all IT program financial planning and execution matters. Provide budget planning and financial reporting for IT solutions, tracks IT program expenditures and provides financial status reports to ensure programs and projects remain within approved funding. Security clearance required: Secret
