If you want to work on cutting-edge DoD programs, Serco has a great opportunity for you! As a Senior Financial Manager/Cost Estimator, you will be supporting the Special Programs Division, DoD Anti-Tamper (AT) Executive Agent Field Program Office (FPO) (AFLCMC/WAG-AT) at Wright Patterson AFB, OH.
This position is contingent upon the ability to maintain/transfer active Department of War (DoW) Top Secret security clearance with the ability to obtain TS/SCI.
WAG-AT conducts studies to identify new capabilities; matures laboratory technologies to be weapon system ready; and develops, tests, and rapidly fields new AT capabilities/products all which provide insight and foundational AT technology to seed DoD weapon system development programs. These are focused on reducing developmental risk and associated cost and schedule growth, ultimately ensuring AT architectures are developed, supporting protection of US warfighters against loss of life caused by technological exploitation of US weapons systems.
In this role, you will:

Provide Cost Analysis, Cost Estimating, and budget execution for acquisition programs.

Build lifecycle cost estimates, business case analyses (BCA), cost benefit analyses (CBA), economic analyses (EA), Program Objective Memoranda (POM) cost estimate submissions, and “what-if taskers” involving the GAO and Congressional inquiries.

Develop program definitions for cost estimates, including program acquisition strategies, Work Breakdown Structure (WBS), ground rules, assumptions, and constraints.

Use cost estimating methodologies, including: parametric cost models, Cost Estimating Relationships (CERs), cost estimating factors, and analogies with complexity factors.

Document and brief cost estimates.

Research and assist with funds reconciliation and accounting status reports based upon data obtained from various government database systems to include, but are not limited to Wide Area Workflow, ABSS, CCaRS, CRIS, DTS, and FMSuite.

Coordinate audits by DCAA and other support reports from other government agencies.

Research cost databases/models to support cost estimate development.

Analyze contractors’ cost proposals for price/cost evaluations and conduct reasonableness checks.

Participate in contract reconciliation and contract closeout efforts.

Interpret DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles in finance and accounting.

Assist in developing acquisition program information, conduct analyses, accomplish staff coordination, and participate in other various Integrated Product Team actions.
To be successful in this role, you will have a:
-
Active TOP-SECRET security clearance with the ability to obtain and maintain Sensitive Compartmented Information (SCI) and access to Special Access Programs (SAP) and have a background investigation current within the past 5 years or under Continuous Vetting

Bachelor’s Degree in business administration, management, accounting, finance, or economics with a minimum of 15 years relevant experience with the DoD, other government agency, or DoD contractor

Masters Degree in business administration, management, accounting, finance, or economics with a minimum of 10 years relevant experience with the DoD, other government agency, or DoD contractor
-
Minimum 3 years of SAP or SCI experience within the last 8 years
-
Ability to travel up to 10% (CONUS)
Additional desired experience and skills:
-
Financial management and cost estimating experience in a DoD program office.

Experience in the DoD Planning, Programming, Budgeting, and Execution of Funds
-
Experience in a SAP and/or SCI environment
