Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Independently leads the assessment of overall objectives and goals of projects and programs within assigned areas. Communicates goals and objectives to executives and management to determine potential impacts on Taxpayer Services operations. Findings and recommendations are considered technically authoritative and normally accepted without significant revision. Conducts complex analysis of internal and external initiatives affecting Taxpayer Services and operational continuity, and alerts leadership to adverse or disruptive factors. Identifies areas requiring emphasis and recommends improvements to enhance overall efficiency and effectiveness of program operations (i.e. data analysis, position analysis, technology). Provides technical guidance to staff as needed. Recommends procedural changes to ensure business continuity and operational stability. Prepares resource requirement recommendations to accomplish program goals and manage ongoing projects. Negotiates with managers across various Service components to obtain necessary resources and organizational support. Plans, coordinates, and establishes operating methods and procedures to accomplish project objectives. Directs, as needed, the development and implementation of employee training related to these efforts. Reviews and integrates training initiatives across offices, branches, and sections in a cross- functional manner within Taxpayer Services and other BODs. Prepares and delivers executive-level briefings and comprehensive reports to inform senior leadership of project and program plans, progress, risks, and strategic recommendations. Provides project leadership for enhancements to automated systems , including the addition and expansion of workflows supporting Taxpayer Services operations. Leads enterprise modernization efforts impacting customer service provided by Taxpayer Services and other BODs. Collaborates with internal teams to establish official performance metrics and reporting mechanisms that support executive decision-making and fulfill external reporting requirements. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. GS-14 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position must include: developing and managing performance metrics, tracking mechanisms, and reporting systems to evaluate the effectiveness of programs, and leveraging reporting tools and data visualization platforms to present complex information clearly and effectively. communicating effectively with data governance bodies, Information Technology, and key stakeholders to ensure data integrity, accuracy, and compliance with Service-wide standards and developing briefings and talking points for executives based on data from multiple report and data sources. applying a range of laws, policies, and regulations to recommend improvements to program operations (i.e. data analysis, position analysis, technology) to support operations and external stakeholders including TIGTA. providing technical guidance to staff, reviewing and integrating training initiatives across offices, branches, and sections,. and developing comprehensive action plans and schedules for short and long-range project implementation, ensuring alignment with Service goals, priorities, and policies. coordinating project objectives and recommendations with key line and/or staff functions of the Service by evaluating progress against milestones, adjusting strategies, formulating corrective actions to mitigate risk, allocating project resources and recommending resource realignment to address emerging priorities. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
